    About the Opportunity

    THE IDEAL CANDIDATE

    The Department of Child Support Services seeks a qualified individual with child support experience to fill the full-time Child Support Supervisor vacancy. The ideal candidate has a strong passion for working with people and serving the public. They are highly self-motivated and possess strong people skills. They demonstrate the ability to effectively communicate at all levels by being organized and prioritizing multiple work assignments.

    The Stanislaus County Department of Child Support Services (SCDCSS) provides a broad range of support services to its customers including establishment of parentage, establishment of child support orders, enforcement or modification of child support orders, location of absent parents, and collection of support orders. SCDCSS and its 143 agency employees, other county, State and Federal government agencies, and numerous community-based organizations to provide easily accessed and responsive services. SCDCSS carries a caseload of approximately 21,604 active case files. Annual collections for FY 2023/2024 were $57,583.363.48.

    ABOUT THE POSITION

    The Child Support Supervisor performs advanced journey level work in a supervisory capacity. This position plans, organizes, and participates in the work of a Child Support program engaged in the enforcement of court ordered child support. This individual works under general supervision, maintains a reduced caseload of the more complex and restricted cases, and assists in training and monitoring the quality of work of fellow workers, and performs related duties as assigned.

    Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid-Management/Supervisory Bargaining Unit for labor relations purposes.

    Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

    Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

    Typical Tasks

    • Exercise sound and impartial judgment in all phases of casework and public contact
    • Supervise staff of Child Support Specialists and clerical support staff
    • Supervisory responsibilities include interviewing, selecting, training, assigning, evaluating, and disciplinary action under the direction of immediate manager
    • Apply Federal and State laws and regulations to each case as appropriate
    • Interview custodial parents and defendants to initiate case files
    • Gather factual information on all parties concerned regarding child, spousal, and medical support obligations
    • Advise the appropriate party on legal rights and processes
    • Conduct preliminary investigations to establish pertinent facts and determine appropriate actions for enforcement, locate, and establishment
    • Ensure case file is properly maintained, and correspondence is dealt with in a timely manner
    • Maintain a reduced caseload of the more complex cases to include restricted handling cases
    • Assist in the training of fellow Child Support Specialists and monitor the quality of their work
    • Answer questions and provide assistance to fellow Child Support Specialists
    • Assist in the gathering of statistical data for local, State, and Federal reports
    • Communicate effectively with the general public, attorneys, governmental agencies, and employees
    • Locate a child's parents for the purpose of establishing child support and/or paternity
    • Establish and enforce a court order to pay child support
    • Collect child and spousal support payments
    • Establish or continue medical support


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE Demonstrated knowledge of all Level I and II requirements plus:
    • Data processing systems
    • Line supervision, evaluation and discipline techniques
    • Interviewing techniques
    • Collection and investigation techniques
    • Current office practice and procedures
    • Basic office equipment


    SKILLS/ABILITIES Demonstrated ability of all Level I and II requirements plus:
    • Utilize sound judgment and common sense in case work
    • Deal with stressful situations
    • Make decisions
    • Maintain effective oral and written communication
    • Organize, direct, supervise, motivate, train, coordinate the work of others
    • Implement new procedures and methods
    • Analyze new existing systems
    • Control sensitive/confidential information


    EDUCATION/EXPERIENCE
    • One (1) year of experience performing duties comparable to the Child Support Specialist II classification; OR
    • Currently employed full-time for a minimum of one (1) year in the Child Support Supervisor classification in another public agency (or equivalent).


    DESIRABLE QUALIFICATIONS
    In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.
    • Two (2) years of experience performing duties as a Child Support Specialist II; OR
    • Two (2) years of experience performing duties as a Child Support Supervisor in another public agency; OR
    • One (1) year experience of training others in any capacity

    EXAMINATION PROCESS

    Most County recruitments consist of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

    • Application Review and Screening. Applications are carefully screened based on the information provided. Those who submit incomplete applications that lack relevant qualifications or do not submit all required documents will not be invited to move on.
    • Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
    • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months but may be extended up to eighteen months.


    TENTATIVE RECRUITMENT SCHEDULE

    Oral Examination: Tentatively the week of September 29th, 2025
