Our department provides a variety of financial services and programs. The Financial Services Department (FSD) serves residents, vendors, and City departments.
Our mission is to serve as a trusted steward of public resources with integrity and accountability to ensure a fiscally sound city.
Our staff supports a wide variety of financial processes, including preparing the annual budget and annual fiscal report, procurement processes, franchise agreements, real estate transactions, and overseeing the City’s investment portfolio and debt management.

Job Description:Contract Management Specialist IVPurpose:
Under minimal direction, performs contract development and administration for highly complex or high dollar commodity or services contracts.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops and drafts new contracts by analyzing market and economic conditions and applying current trends to contract development; preparing scopes of work and/or specifications; negotiating with vendors/contractors; writing terms and conditions; and developing effective performance measures; investigates alternative purchasing methods and recommends procedures for implementation. Limited signature authority as delegated by the Purchasing Office and relevant administrative bulletins.
- Manages and administers existing contracts by determining compliance through performance monitoring; negotiating and writing amendments and revisions to scopes of work and/or specifications.
- Resolves non-compliance issues by investigating and resolving contract-related discrepancies, complaints, and disputes between all involved parties; canceling and/or terminating contracts and negotiating settlement agreements; and resolving appeals and claims.
- Provides consulting expertise to internal and external customers by developing and providing formal contract management training, interpreting contractual provisions, and providing advice on all facets of contract development, administration and management.
- Provides contract information in response to inquiries from City Council, City Management, Boards and Commissions, vendors, and other stakeholders.
- Prepares and presents reports by compiling, reviewing, and analyzing data and providing written and/or oral reports to management.

Minimum Qualifications:- Graduation with a Bachelor’s degree from an accredited college or university plus four (4) years of experience in a related field.
- A Master’s Degree may substitute for required experience up to a maximum of two (2) years
Licenses and Certifications Required:Preferred Qualifications:- Experience in construction contracts and contract compliance.
- Experience leading procurement programs, staff, staff training, and development.
- Experience developing and delivering training/presentations to internal and external stakeholders.
- Bilingual in English/Spanish.
- Ability to travel to more than one work location.
Notes to Candidate:Position Overview:This position is part of the Wage Compliance Team in the Procurement Programs Division which including establishing program methods, policies, and procedures to adhere to City, State, and Federal regulations; determining program metrics and resource requirements; and, developing, implementing, and/or projects associated with assigned wage programs.
Under minimal direction, performs Procurement Program contract services and program management to include contract management, effective contract monitoring, prevailing wage, living wage, MWBE compliance, wage theft, and department technical support (i.e., eCAPRIS and/or other data system reporting). Assist with the development and maintenance of procurement regulations, policies, and procedures. Develop and support of procurement programs and report/track program measurements. The position will also provide training to city staff and/or contractors for assigned procurement programs including Prevailing/Living Wage, Procurement Regulations and Procedures, Contract Monitoring, MBE/WBE compliance, and various procurement programs.
Pay Range:$67,038.40 - $83,803.20
Hours:Monday - Friday; 8:00 a.m. to 5:00 p.m.
Telework opportunities may be available after an initial training period. Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs.
Staff eligible to telework must be in the office for at least 40% of their scheduled work week.
