    The City of Austin Transportation and Public Works Department (TPW) is seeking an experienced and talented Program Consultant to supervise and lead project implementation within the Project Delivery Division. This is an exciting opportunity to support the build out of high-profile, time-critical transportation projects, in service to 2016, 2018 and 2020 Mobility Bonds.

    TPW’s Project Delivery Division is responsible for leading implementation of bond and grant funded projects for several local mobility programs in TPW’s portfolio such as Bikeways, Vision Zero/Safety, Transit, large Capital Improvement Projects (CIP), and Substandard Street projects. This is an exciting opportunity to be part of this new team to build and grow ATD’s capabilities in project implementation.

    The Program Consultant will work with a team of Capital Improvement Program Managers and collaborate across multiple work groups, divisions, internal and external partners, to successfully deliver high-need, time-critical projects in service to the Department’s multi-modal safety and mobility goals. This program consultant position will oversee financial tracking, spend plan development, and contract oversight. A strong background in program delivery strategies, including public agency and federal grant contracting methods is desired.

    This position will work under minimal supervision with considerable latitude for the use of initiative and independent judgment and include these primary responsibilities:

    • Oversee the successful delivery implementation of a large number of local mobility projects, monitor and meet project timelines and spending targets for bond funds.
    • Lead development of contracting needs in service to various TPW programs and collaborate with Program Managers to set up shared contracts for successful design and construction activities.
    • Coordinate across multiple divisions, departments and agencies in the delivery of these projects, including initiating process improvements for several supporting services such as contracting, finance tracking, grant management, and permitting.
    • Respond to inquiries by citizens, Mayor and Council, City Manager’s Office, and other agencies regarding transportation safety issues.
    We are looking for the following:
    • Experience in fiscal and resource planning, budgeting, forecasting, developing quality controls and process improvements to fast-track implementation of variety of projects in a cost-effective manner.
    • Knowledge of transportation planning and traffic engineering practices, principles, modeling tools and cost estimates.
    • Excellent team working and problem-solving skills with internal and external members to accomplish organizational goals.
    • Excellent written and verbal skills to effectively communicate with internal and external stakeholders, including meetings and public events.
    • Experience working for a highly progressive transportation organization.
    • Ability to provide technical input and strategic direction to multiple work teams by coordinating across TPW divisions, other departments, contractors, external stakeholders, and partner agencies to accomplish organizational goals.
    • Proficiency with computer-aided design, ArcGIS, and MS Suite (Word, Excel, PowerPoint, Outlook, Access).

    Job Description:

    Purpose:

    Under minimal direction and with considerable latitude for the use of initiative and independent judgment, coordinate various program activities for engineering, construction, and architectural projects.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Resolve escalated project claims, disputes and contentious issues.
    • Manage, review, approve and process contracts and documents.
    • Manage and initiate review and/or design of engineering/architectural projects, including related documentation.
    • Assigns projects, establishes schedules, monitors performance of staff, provides guidance and leadership, and ensures project completion within timelines.
    • Inspect and monitor projects for legal, regulatory and initiative compliance.
    • Develop standard operating procedures, policies, and ordinances. Develop and monitor performance criteria.
    • Manage project budget and schedule.
    • Administer consultant, licensed professional, and Legal Department services.
    • Provide technical advice and assistance to city management, field personnel, contractors, etc.
    • Attend City Council, board meetings, etc. as City staff representative.
    • Coordinate the analysis of site selection.


    Responsibilities - Supervisor and/or Leadership Exercised:

    May be responsible for the full range of supervisory activities: selection, training, evaluation, counseling, and recommendation for dismissal.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Extensive knowledge of contract provisions and their implementation to the contract.
    • Knowledge of the mediation process.
    • Knowledge of real estate practices.
    • Knowledge of manual and automated financial systems.
    • Skill in negotiating with multiple parties.
    • Skill in effective oral and/or written communication.
    • Skill in evaluating contract agreements.
    • Skill in establishing and maintaining good working relationships with other City employees and the public.
    • Skill in writing and interpreting legal descriptions of leases, real estate, easements and similar properties.
    • Skill in negotiating with property owners to accomplish objectives.
    • Skill in designing and maintaining complex spreadsheet and database models and utilizing word processing and presentation software.
    • Skill in giving public presentations.
    • Skill in completing projects within the required scheduling, and the ability to make prompt decisions and develop new and relative ideas for providing a quality product and quality customer service with little or no supervision.
    • Skill in determining needs, gathering, analyzing and presenting data to provide accurate information for management's use.
    • Ability to exercise good judgment, tact and diplomacy in all public dealings.
    • Ability to understand and use standard application development design, report and project management tools.
    • Ability to perform objective analyses and re-engineering of business processes to maximize quality service and cost-effectiveness.
    • Ability to coordinate demolition, inspection, security, title clearance, soil testing, site location, property management, and preparation of files for federal auditing with little or no supervision.


    Minimum Qualifications:
    • Bachelor's degree in engineering, architecture or related field plus five (5) years of related work experience including two (2) years as a project manager.
      OR Nine (9) years of work experience in engineering, architecture or related area including two (2) years as a project manager.
    • A Master's degree in a related field may substitute for two (2) years of experience requirement.

    $94,057.60 - $122,262.40

    City Government
