The Transportation and Public Works (TPW) Project Delivery Division (PDD) is responsible for leading implementation of projects for several local mobility programs in TPW's portfolio including Bikeways, Vision Zero/Safety, Transit Enhancement, Safe Routes to School, and Speed Management.
To achieve this mission, PDD is seeking a Program Manager, to deliver a wide range of transportation-related Capital Projects using local Mobility Bond funds as well as state and federal funds. The Program Manager will lead and provide strategic direction to multiple work teams to successfully deliver high-need, time-critical projects in service to TPW’s multimodal safety and mobility goals.
The ideal candidate will:

• Manage multiple tasks and deliverables concurrently
This position will work under general-to-limited supervision and will have these primary responsibilities:
• Coordinate with internal (i.e. sponsors, designers, reviewers, and inspectors) and external (i.e. consultants and contractors) work teams to deliver projects including reviewing project plans, developing and maintaining schedules, reviewing cost estimates and maintaining alignment with project budgets, overseeing design and construction progress.
• Identify, prioritize, manage, and provide critical coordination to move multiple projects forward concurrently, from inception through implementation.
• Lead responses from inquiries from citizens, community stakeholders, commissions, boards, City Council and local agencies.
• Represent the City of Austin at public meetings with these stakeholders.
• Other related duties may be assigned.
Job Description:Capital Improvement Program Manager
Purpose:
Under general direction, this position manages the activities and personnel engaged in planning, developing, and monitoring the City’s Capital Improvement Program.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Advises the Division Manager, Department Director, and City Management on issues, opportunities, and status.
- Coordinates the development and implementation of comprehensive, integrated capital improvement plans that support City goals and priorities.
- Aligns departmental capital programs with the City’s Capital Improvement Plan and resolves issues as necessary.
- Monitors the implementation of the City and departmental Capital Improvement Plans.
- Conducts presentations and acts as representative for the division, department, City management, boards and commissions, and other stakeholders as appropriate.
- Coordinates and monitors the planning, development, and implementation of the City’s general obligation bond programs.
- Develops and evaluates plans scope, criteria, and timelines for a variety of projects and program activities.
- Develops policies and procedures.
- Collaborates with the Budget Office on program planning and budgeting.
- Provides technical assistance and advice to city management, departments, citizens and other stakeholders.

- Knowledge of capital program finance, funding sources, budgeting, planning and strategies.
- Knowledge of the development of service-based user fees, capital markets and alternative financing strategies.

- Knowledge of effective planning and coordination techniques.
- Knowledge of supervisory and management techniques.
- Knowledge of governmental fiscal policies and procedures.
- Knowledge of office software systems.

- Skill in the application of cost benefit analysis and other types of capital planning analysis methods.
Minimum Qualifications:
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Business Administration, Public Administration, Finance, Planning, or a field related to the job, plus five (5) years of experience conducting activities related to capital budgeting or planning initiatives two (2) of which were in a lead or supervisory capacity.
- A Master's degree in a field related to Business Administration, Public Administration or related field plus three (3) years of experience Two (2) of which were in a lead or supervisory capacity may substitute for the required education and experience.
Licenses and Certifications Required:None.
Preferred Qualifications- Experience managing, planning, and implementing public sector engineering projects, including large Capital Improvement Projects or Programs related to utility, transportation and mobility infrastructure that are large and complex in nature.
- Experience in construction project management, contract management, monitoring, planning, budgeting and implementing a wide range of projects and programs.
- Proven professional knowledge of transportation planning and traffic engineering practices, principles, modeling tools, and cost estimates
- Knowledge of standard design documents such as City of Austin Standard Details, Standard Specifications, TMUTCD, Transportation Criteria Manual, and other relevant design documents and best practices.
- Proven professional knowledge of the City of Austin's Vision Zero program and Austin Strategic Mobility Plan and their integration with the Department's best practices.
- Experience communicating and interacting with a variety of individuals such as internal and external stakeholders, including presenting at meetings and public events.
- Technical certifications, including Engineer In Training (EIT), Professional Engineer (PE), American Institute of Certified Planners (AICP), and/or Project Manager Professional (PMP).
