    We are seeking a Performance Consultant to join this team. The Performance Consultant plays a vital role in supporting City wide goals by fostering collaboration, building high performing teams, and developing solutions that strengthen engagement and align with organizational priorities.

    Job Description:

    Purpose:

    Provides performance consulting services such as strategic business planning, business process improvement, problem solving, organization restructuring, leadership and supervisory development, performance measurement and evaluation to the human resources director, the City Manager, directors, and other leaders.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Consults with and coaches City and department executives and managers on organizational development and performance issues.
    • Leads large cross-functional performance improvement projects and initiatives.
    • Leads citywide and department specific needs assessments by conducting research to identify organizational development and performance issues and makes recommendations to city leadership for process improvements based on findings.
    • Leads, coaches, or partners with City leadership to address identified development and performance issues.
    • Utilizes project management techniques to develop, design, and implement performance improvement for individual workgroups, departments and Citywide.
    • Develops and designs evaluation plans for organization development and performance interventions.
    • Provides cross functional and citywide internal consulting, facilitation, and coaching services to executives and managers.
    • Gathers data and needs analysis, development of alternatives, and recommendations.
    • Provides facilitation for City leadership by bringing structure to meetings, coaching participants in their roles and responsibilities so as to achieve defined stakeholder outcomes.
    • Assists in resolving business process, employee performance, employee development and teamwork issues.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of broad and comprehensive principles, practices, and procedures in analyzing a variety of issues.
    • Knowledge of public administration, adult learning principles, instructional systems design.
    • Knowledge of city practice, policy and procedures.
    • Skill in oral and written communication.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in data analysis and organizing.
    • Skill in using computers and related software.
    • Ability to develop methods and procedures on new assignments.
    • Ability to review progress and evaluate results.
    • Ability to coach and train others.
    • Ability to establish and maintain good working relationships with other city employees and the public.


    Minimum Qualifications:
    • Graduation with a Bachelor's degree from an accredited four (4) year college or university with major course work in a field related to Human Resource Development, plus five (5) years of experience in organizational development and training.
    • Masters degree may substitute for experience up to two (2) years.
    • Experience may substitute for one (1) year of the required education up to a maximum of four (4) years substitution.


    Licenses and Certifications Required:

    None.

    Preferred Experience:
    • Experience in leading large organizational change initiatives
    • Experience consulting and/or coaching executives and managers on organizational development, leadership development and change management.
    • Experience designing, implementing and facilitating interactive workshops and training sessions
    • Experience conducting organizational needs assessments and developing actionable data informed recommendations.
    • Demonstrated experience in developing and managing content within learning management systems (LMS) and other educational technologies

    The City of Austin’s Human Resources Department is seeking an accomplished and experienced Performance Consultant to join the Learning, Engagement, and Development (LEAD) Office.

    The LEAD Office serves as the City’s central resource for advancing leadership, professional development, and organizational engagement. Through innovative strategies and evidence-based practices, the office drives initiatives that strengthen workforce capability, align with organizational priorities, and promote a culture of excellence.

    The Performance Consultant will play a critical role in addressing complex organizational challenges, enhancing employee effectiveness, and supporting the development of high-performing teams. This position requires a strategic thinker with strong facilitation, coaching, and program development expertise who can partner across departments to drive meaningful outcomes.

    Key responsibilities include:
    • Designing and implementing enterprise-wide learning and development programs
    • Conducting strategic assessments and ensuring alignment with City goals
    • Facilitating workshops, trainings, and providing coaching for leaders and teams
    • Promoting a culture of engagement, collaboration, and continuous improvement

    Salary Range: $33.49 - $42.71

    Days and Hours:

    Monday - Friday.
    8:00 a.m. - 5:00 p.m.
    Hours may vary due to operational needs. An alternative schedule and remote work/teleworking options are available, but position requires a minimum of 40% per week in office standard after initial probationary period.

    Driving Requirement:

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts.
