    About the Opportunity

    THE POSITION The Department of Aging and Veterans Services includes the County Veterans Services Office (VSO). VSOs are the key agencies in providing California’s Veterans with assistance and connection to benefits and services in local communities throughout the State. VSOs are a critical component in the State’s efforts to work directly with individual Veterans and their families to ensure our Veterans receive benefits they earned through their service to our nation. VSOs are on the front lines for this important mission and play the key role in ensuring Veterans and their families are aware of their benefits, know how to apply, and receive them. VSOs provide assistance to Veterans and their families in preparing and submitting claims to the Federal, State, and local agencies providing benefits. The Supervising Veterans Services Representative plans, supervises, and evaluates the work of Veteran Services Representatives, trains and develops staff; assists veterans and beneficiaries with applications, appeals, and linking to services; plans and conducts outreach events; and conducts compliance reviews and audits. Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Community & Health Services bargaining unit for labor relations purposes. Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).     Typical Tasks

    Duties may include, but are not limited to, the following:

    • Plans prioritize, assign, supervise, review and participate in the work of staff responsible for assisting Veteran’s with obtaining benefits and services and performing related duties;
    • Assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems; ensure work is performed accurately and that timelines are met; and ensure compliance with established policies, procedures, and related regulations;
    • Select, train, and motivate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; and recommend and/or implement discipline and termination procedures;
    • Identify opportunities for improving service delivery methods and procedures; identify resource needs, review with appropriate management staff, and implement improvements;
    • Reviews new and pending legislation, determines impact to programs, amends policies and procedures and recommends and develops new policies; trains staff and implements changes;
    • Plan, organize, market, and participate in community and outreach events; conduct information sessions for community groups, schools, advocacy groups, and organizations; analyze demographic data and trends to identify target population; evaluate effectiveness of outreach strategies and adjusts;
    • Conduct compliance reviews and internal audits and implement corrective action, training and guidance;
    • Monitor expenditures for the unit;
    • Recommend and assist in the implementation of goals and objectives; and
    • Perform related duties as assigned.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    Knowledge

    • Principles and practices of supervision, discipline, leadership, mentoring, and training;
    • Functions and objectives of the Veterans Services Program and other local, state and federal agencies;
    • Principles and practices of community outreach and engagement;
    • Veterans' Administration regulations and laws pertaining to VA hospital admittance entitlement;
    • Veterans' Administration laws and procedures applicable to securing veterans' benefits;
    • Types of benefits available with the Social Security Administration, Veterans' Administration and other agencies which provide services and financial assistance;
    • Community resources available to veterans add their dependents;
    • Interviewing/case management techniques;
    • Medical terms used in legislation, regulations and claims presentation.
    • Applicable laws, regulations and policies; and
    • English usage, spelling, grammar, and punctuation.

    Skills/Abilities:

    • Select, supervise, train, and evaluate subordinate staff;
    • Plan, coordinate, assign, and review the work of subordinate staff;
    • Work independently, prioritize work, coordinate activities and meet critical deadlines;
    • Communicate clearly and concisely, both verbally and in writing;
    • Interpret and apply applicable federal, state, and local laws, codes, and regulations;
    • Assess problems and needs; draw conclusions, formulate recommendations and project consequences of recommendations;
    • Gather, assemble, analyze, evaluate, and use facts and evidence;
    • Interview witnesses and family members;
    • Write clear and concise reports, field notes, and correspondence and maintain accurate records.

    Experience and Education
    • Two (2) years of assisting Veteran’s and their families at a level equivalent to Veterans Services Representative with Stanislaus County.

    License or Certificate:
    • Successful completion of a course of instructions in Veterans Benefits as prescribed by Title 38, Code of Federal Regulations 14.629.
    • Accreditation by the California Department of Veterans Affairs.

    Desirable Qualifications In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.
    • Two (2) years as an accredited Veterans Service Representative; AND
    • Accreditation through multiple Veterans Service Organizations (VSOs) recognized by the Department of Veterans Affairs, within 12 months of hire; AND
    • One (1) year of experience supervising or mentoring Veterans Services staff or interns; AND
    • At least three years of experience filing and adjudicating complex VA claims, including appeals; AND
    • One (1) year of experience developing and conducting training for Veterans Services staff, interns, or community partners; AND
    • Two (2) years of experience working knowledge of federal and state veterans’ benefits programs, including VA healthcare eligibility, compensation and pension, education, and survivor benefits; AND
    • Two (2) years of established working relationships with federal, state, and local veterans’ agencies and community-based organizations; AND
    • One (1) year of experience using VA systems such as VBMS, Stakeholder Enterprise Portal (SEP), or VetPro, AND
    • One (1) year of experience managing a high caseload while ensuring accuracy and compliance with VA regulations, AND
    • Two (2) years of experience demonstrating strong knowledge of HIPAA and VA privacy/security regulations.

    • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months but may be extended up to eighteen months.
