In this vital role, you will respond to service calls, oversee the safe capture, transport, and impoundment of animals, enforce animal protection laws, and investigate complaints to ensure the well-being of both animals and the community. You will also provide exceptional customer service, coordinate community outreach and educational programs, and manage staff, equipment, and resources to uphold the highest standards of animal care and public safety.     Minimum Qualifications
    Required:
    • Associates degree in Business, Animal Care, or a related field
    • 3 years of experience in a related setting
      • Or an equivalent combination of education and experience
    • Must possess a valid Texas Driver’s License
    • Must live within McLennan County
    • Basic Animal Control Certification from the Texas Department of State Health Services is required within 180 days of hire
    • Euthanasia Certification mandated by the Texas Department of State Health Services is required within 180 days of hire date
    • Must pass a Criminal Justice Information System (CJIS) background check
    Preferred:
    • 1 year of supervisory experience


    Position Description
    Under basic supervision oversees Animal Protection Officers daily field activities, enforces state laws and local ordinances governing domestic and wild animals for the Animal Protection work group of the Inspections/Animal Services.
    Position Responsibilities
    • Responds to calls for service; captures, transports, impounds, and quarantines animals; enforces state and local regulations governing animal control issues, investigates complaints and issues citations.
    • Schedules and supervises staff; assigns tasks and projects; trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues.
    • Provides customer service on animal protection complaints and information requests; presents community outreach and educational programs; maintains records and prepares summary and status reports.
    • Deploys animal protection officers to respond to health and safety issues; assures that appropriate services are provided, and work is performed in compliance with state laws, city policies and animal control quality standards; coordinates work with other law enforcement and public health agencies.
    • Meets with animal protection officers to discuss animal health issues and preventative health measures.
    • Acts as the Local Rabies Control Authority (LCRA) for Waco.
    • Attends animal welfare board meetings and various subcommittee meetings.
    • Manages inventory of equipment and supplies; maintains assigned vehicle and equipment according to City standards.
    • Assists with public education and community outreach programs.
    • Euthanizes animals; processes and prepares rabies specimens.
    • May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
