    Metro’s mission is to provide a world-class transportation system that enhances the quality of life for all who live, work, and play within LA County.

    Description

    Directs the collection, description, cataloging, disposition management, information security, curation, find ability, and enduring access to the cumulative knowledge created by Metro and its predecessors; provides high-level support to executive management; ensures legal compliance with all applicable state and federal laws, works closely and proactively with legal counsel to ensure that records/information assets are managed to ensure government accountability, protects the interests of the public, and mitigates records related litigation risks; and ensures research availability and cost effective information access. This position plans, directs, and evaluates a team of over 20 staff members and oversees both internal and public-facing services, including a large transportation research library and history archive, a records management center ensuring legal compliance with the California Public Records Act, and a legal service group handling claims, subpoenas, garnishments, and related matters.

    Examples

    of Duties: Incumbents may perform several but not all of the following duties depending on assignment:

    • Plans and directs the overall activities of Metro's Dorothy Peyton Gray Transportation Research Library, Archives, Electronic Records Management, and Records Management Center
    • Directs staff responsible for the implementation of the records management program, research library services, and archive preservation
    • Serves as the technical expert on agency-wide electronic and non-electronic records management issues
    • Serves as the principal advisor to executive management and the General Counsel's Office on adequacy of documentation, and creation and management of agency records
    • Represents executive leadership, Legal Counsel, and Board of Directors in matters related to records management, library, and archive services
    • Advises program managers and Information Technology (IT) managers on metadata requirements necessary to achieve records management functionality
    • Keeps executive management informed on current and projected operational requirements, issues, legislative and regulatory matters, and facilitates communications among these offices in matters related to records/information assets and the management of risks to those assets
    • Works with the executive management and capital planning process to build records management functionality into the enterprise architecture and to ensure all information systems incorporate records management functionality appropriate to the records/information they support
    • Consults with executive management to ensure that records management technology in use is consistent with department/agency enterprise architecture
    • Formulates and oversees the implementation of policies and guidelines for recordkeeping in accordance with IT and Metro's strategic plans and legal mandates for all electronic and non-electronic records
    • Coordinates with program managers to ensure records creation, maintenance, use, and disposition are in accordance with adopted policies, the California Public Records Act (CPRA), Public Utilities Code (PUC) 130051.23, California E-Discovery Act, Federal Records Act, Federal Rules of Civil Procedure, International Organization for Standardization (ISO) 15489, and other applicable laws, regulations, and standards
    • Promotes effective records management, archives, and library services throughout the agency
    • Consults with senior program managers, the General Counsel, and executive management, regarding the development, establishment, maintenance, and monitoring of effective systems of control for safeguarding all records, and the deployment of state-of-the-art information technology techniques
    • Ensures that appropriate training is available to Metro personnel regarding records management principles and requirements
    • Prepares, reviews, and edits complex research projects, board reports, presentations, proposals, budget and variance reports, statistical analysis and technical information
    • Formulates policy and procedure recommendations for consideration by the Board of Directors and Senior Leadership
    • Represents Metro with and participates in meetings of the American Records Management Association, the Special Library Association's Transportation Division, the National Transportation Knowledge Network, the National Academies' Transportation Research Board, and Los Angeles based cultural institutions
    • Communicates and implements safety rules, policies and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Management Information Systems or other related field; Master's Degree in Library and Information Science from an American Library Association (ALA) accredited university preferred


    Experience
    • Five years of relevant management-level experience directing library/archive services, and a records and information management program


    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • Certified Information Governance Professional or Certified Records Manager from ARMA (Association of Records Managers and Administrators) preferred
    • Certified Records Manager from ICRM (Institute of Certified Records Managers) preferred
    • Local Government Archives and Records Administration Certificate from NAGARA (National Association of Government Archives and Records Administrators) preferred
    • Certificate in Records Management, National Archives, and Records Administration preferred

    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment.     • Experience engaging with governing bodies, elected officials, or their appointees
    • Experience conducting public outreach and collaborating with professional organizations that support libraries, archives, and records management
    • Experience applying laws, regulations, and standards governing library services and records management
    • Experience managing small and large-scale information storage, retrieval, and data systems for libraries, records management, and legal services


    Essential Knowledge

    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and practices of library and information science, records management, knowledge management, information management, E-Discovery, document management, archival preservation, electronically stored information, legal holds, public policy development, research, and transportation planning/ management
    • Integrated Library Systems, Records Management Systems, Archival Systems, and integrated search technologies
    • Online Computer Library Center (OCLC), Resource Description and Access (RDA), Library of Congress Subject Headings (LCSH), Dublin Core, metadata, and archival standards
    • CPRA, CA Public Utilities Codes, State and Federal E-Discovery Act, California and Federal Civil Rules of Procedure, ISO 15489 records management, ISO 30401 knowledge management systems, and the California State Library Act
    • Applicable federal, state, and local laws, rules, and regulations governing policies, trends, and developments affecting the provision of urban mass transit

    • Overseeing the operations of a research library, its archive, electronic records management, and information management center
    • Managing grant funded research, archive and records digitization services, and/or information and knowledge management improvement projects

    • Research and analyze information and data from highly variable online information retrieval, classification, and intelligently managed systems
    • Oversee and sponsor the implementation of information management systems, such as E-Discovery, and document management
    • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements

    Medical/Dental/Vision Plan- Employee has the choice of 3 separate medical plans and 3 dental plans. A separate vision plan is included in each medical plan.

    Group Life Insurance- PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
