    Description

    Under the general direction of the Deputy Finance Director, records and maintains the City’s accounting records in accordance with generally accepted accounting principles for responsible funds. Work requires a professional working knowledge of governmental accounting practices and policies in interpreting procedures, recording, and reporting transactions, and preparing financial records. Work is subject to automatic and periodic verification through system of internal controls, pre-audits, and post-audits, and to supervisory review for conformity with established policies and procedures.

    Duties

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

    Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting business transactions.

    Assists with investments and processes bank reconciliations monthly.

    Audits contracts, orders, and vouchers, and prepares reports to substantiate individual transactions prior to settlement.

    Processes pooled interest earnings monthly.

    Makes recommendations regarding the accounting of reserves, assets, and expenditures.

    Assists in preparing schedules and financial information for the Annual Comprehensive Financial Report.

    Prepares annual assessment records for sewer assessments, special assessments and solid waste and submit to property appraiser.

    Assists and prepares reconciliation scheduling and reports for audits to include detailed account review for annual financial statement audit.

    Compiles financial data and schedules for auditors to prepare arbitrage calculations.

    Oversees and assists with collection of past due accounts.

    Conducts studies and submits recommendations for improving the organization’s accounting operation.

    Collects, organizes, and analyzes financial data for the preparation of various reports and statistical to include the quarterly financial report for City Council.

    Assists in the reviewing and auditing of payroll related documentation and records on a bi-weekly basis to include both the timekeeping and payroll processing systems.

    Research, compiles, and analyzes data necessary to generate required or requested bi-weekly reports as it relates to payroll processing.

    Responsible for pension accounting to include recording monthly journal entries, preparing monthly, quarterly, and annual reports and vendor payments.

    This position requires regular and reliable attendance and the employee’s physical presence at the workplace.

    Assists with special projects as assigned. Performs related work as required and as directed.

    Required Education, Experience, License, Registration, and Certification Qualifications

    • Bachelor’s degree in accounting, finance or a related field from an accredited college or university
    • Four (4) years related accounting experience
    • Exceptional computer skills in Microsoft Officer 2010 Word, Excel and PowerPoint required
    • Equivalent combination of education, training, certification and experience will be considered.
    • Must possess and maintain a valid Florida Driver’s License, or ability to obtain within 30 days of hire or promotion.
    • Certified Government Finance Officer (CGFO) or Certified Public Finance Officer (CPFO) preferred


    Supplemental or Additional Information

    Knowledge of the methods, procedures and policies of public accounting.

    Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.

    Knowledge of and skill in the use of generally accepted accounting theories and practices.

    Knowledge of the various reports, records and other documentation required supporting municipal fiscal operations.

    Knowledge of modern computer applications and is able to adapt to new software packages as necessary.

    Ability to ensure the accuracy and timelessness of all required reports, records and related accounting documentation.

    Ability to thoroughly research data and information to detect and resolve accounting discrepancies and inaccuracies.

    Ability to learn and utilize new skills and information to improve job performance and efficiency.

    Ability to handle required mathematical calculations.

    Ability to manage multiple tasks and meet tight deadlines as required.

    Ability to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.

    Ability to communicate effectively, orally and in writing.

    Strong interpersonal and communication skills.

    Excellent oral and written communication skills.

    Strong time-management skills and ability to manage, plan, organize and meet deadlines.
