    Position Information

    This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position. Permit Sonoma has requested a department promotional certification to fill an Associate Land Surveyor position.

    Only qualified permanent and/or probationary Permit Sonoma employees on the eligible list may be eligible for referral to the department for the advertised position . This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list.

    As an Associate Land Surveyor, you will work as part of a small team responsible for the operations of the Survey Section. Y our responsibilities will include:

    • Reviewing maps and legal descriptions
    • Overseeing survey and land development projects including subdivision maps, lot line adjustments, records of survey, ACC’s, and right-of-way vacations
    • Handling several disparate survey projects, problems, and questions on an immediate basis
    • Interacting with customers and the public
    • Interacting with a variety of county personnel from Permit Sonoma, DTPW, Sonoma Water, Open Space, Agriculture/Weights & Measures, County Counsel, County Administrators office, and the Board of Supervisor’s office
    • Writing conditions of approval for a variety of survey/map projects
    • Serving on the Project Review Advisory Committee (PRAC)

    As an Ideal candidate you will possess intellectual curiosity, show an interest in performing research and many of the following:

    • Experience with CEQA and project management/coordination
    • Knowledge of the CA Professional Land Surveyors Act and the CA Subdivision Map Act
    • The ability to interpret and implement codes and standards, and interpret and prepare legal documents/descriptions
    • Strong communications skills both written and verbal that will be used for writing, presenting, and public speaking
    • Knowledge of local survey community history
    • Proficiency in Microsoft Office, CAD, and GIS platforms
    • Strong problem-solving, negotiation, and conflict resolution skills
    • Knowledge of Accela and Boundary Survey principles
    • Thrive working in unexpected situations and a fast-paced environment
    • Training or certifications related to CA Subdivision Map Act and/or legal descriptions are desirable, but not required

    Working Conditions: Work is mostly performed in the office during normal business hours with occasional outdoor work to perform site reviews.

    Please note: This position requires registration as a Professional Land Surveyor by the State of California.

    Minimum Qualifications

    Experience and Education: Any combination of experience, training, and education that would provide an opportunity to acquire the above knowledge and abilities listed herein. A typical way to qualify is: three years of para-professional or professional land surveying experience, or two years as an Assistant Land Surveyor with the County of Sonoma; and academic coursework in land surveying, engineering technology, plane and analytic geometry, trigonometry, algebra, or a closely related field.

    License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, to perform the essential job functions of the position.

    Professional License: Registration as a Professional Land Surveyor by the State of California.

    The position advertised on this announcement does require possession of a valid California Driver’s License.

    Knowledge, Skills, and Abilities

    Considerable knowledge of: principles and practices of land surveying; surveying procedures and standards; State laws and County ordinances governing land surveying, land development, subdivisions, and the preparation of maps and survey documentation; operational characteristics of instruments and equipment used in the survey process; methodologies used when surveying diverse topography; complex mathematic principles as applied to the development of survey calculations and related computations; survey data plotting and mapping techniques; modern equipment and communication tools for business functions, including computers and specialized software.

    Working knowledge of: principles and practices of contract administration.

    Ability to: perform a diverse range of licensed survey work; plan, lead, and direct the work of field and office staff assigned to survey project work; understand boundaries and reconcile discrepancies between lines of occupation versus lands of title or the physical evidence found in the field versus the intent of the conveyance to arrive at conclusions of factual and evidentiary matters; prepare legal descriptions of property consistent with mandated requirements; exercise independent judgment and make logical conclusions, recommendations, and adjustments; prepare and maintain field notes, records, sketches and related materials; establish and maintain working relationships with County staff, consultants, contractors, and the public; perform field work when assigned; perform survey analysis; maintain mapping and survey quality standards; prepare maps and legal descriptions for various political subdivisions and districts; prepare reports, cost estimates, and analyses of survey work; coordinate survey work with department/agency operations, outside agencies, and business entities; operate and maintain a diverse range of surveying instruments; understand and ensure compliance with safety standards; understand, interpret, and apply all relevant laws, codes, and regulations relevant to work performed; and effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.

    The selection procedure will consist of the following examination:

    An Application and Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:
    • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.

    Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application and Supplemental Questionnaire Appraisal Examination which evaluates the education, training, experience, skills, knowledge, abilities, and other qualifications that you demonstrate in your application and/or response to the supplemental questionnaire. Please be aware that resumes and cover letters are not typically evaluated in the Application and Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.
