    Introduction

    THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

    Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

    DESCRIPTION

    THE AGENCY

    The Treasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide central banking facility and countywide treasurer administration services, including the investment of monies on deposit with Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees.

    THE POSITION

    Under general direction, to plan, coordinate, assign, evaluate, and supervise the work and operations of various units comprised of employees in the classifications of Treasurer-Tax Collector Specialist I, II, and III in the Alameda County Treasurer-Tax Collector. The employees supervised perform a variety of difficult, technical, and complex work in reviewing and examining a variety of property tax records, provide property tax-related information to the public, and may lead other staff. The Treasurer-Tax Collector Supervisors provide training and instruction, make decisions involving procedural or technical problems, and perform related work as required.

    Positions allocated to this classification are located in the Tax Division of the Alameda County Treasurer-Tax Collector. The employees in this classification have direct supervisory responsibility over subordinate clerical/technical staff who perform complex and technical mandated duties related to the collection of secured and unsecured property taxes.

    The Treasurer-Tax Collector Supervisor is distinguished from the next lower-level classification of Treasurer-Tax Collector Specialist III in that the latter serves as the advanced journey-level, lead classification in the Treasurer’s Tax-Collector Specialist series, while the former is the first-line supervisor responsible for overseeing the day-to-day operations of various work units.

    MINIMUM QUALIFICATIONS

    TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I-III).

    EITHER I

    Experience : The equivalent of one (1) year of full-time experience in the classification of Supervising Clerk I, or a higher-level supervisory classification in the Alameda County Treasurer -Tax Collector’s Office.

    OR II

    Experience : The equivalent of two (2) years of full-time experience in the classifications of Treasurer-Tax Collector Specialist III or Senior Assessor’s Technician in the County classified service.

    OR III

    Education : Possession of a bachelor’s degree from an accredited college or university.

    AND

    Experience : The equivalent of two (2) years of full-time supervising experience dealing with property tax matters in a city or county business license tax office.

    Substitution : Three (3) years of additional full-time experience listed above in Pattern III will substitute for the degree requirement.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of the supplemental questionnaire to determine the best qualified that will be weighted as qualifying only (pass/fail). Candidates who pass the best qualified exam component will move on to the final step in the examination process. An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may be administered virtually and contain situational exercises.

    Candidates must attain a qualifying rating on each portion of this recruitment.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars."
