Job Description Location : Central Office - 123 Robert S Kerr Ave; OKC, OK
Salary : up to $83,600.00, based on education and experience

Work Schedule : Monday to Friday
Primary Hours : 8:00 am to 5:00 pm
Position Description: The Vital Statistics Quality Assurance Analyst is responsible for serving as an experienced data analyst who will be responsible for planning, developing, implementing, monitoring, and evaluating quality improvement and quality assurance activities of Vital Statistics. To achieve this, the incumbent will be required to consult with OSDH Vital Records (VR) and data providers including Health Care Facilities, Physicians, State Medical Examiner’s Office, and Funeral Directors; federal and state partners; as well as other OSDH programs that rely on the information collected. Additionally, they will collaborate with other Vital Statistic QA staff to manage Oklahoma Vital Records’ data. This includes data processing and editing, finalization, file creation and submission to other OSDH programs, state and federal agencies. They will create official Oklahoma Vital Statistics (e.g. birth rates, mortality rates, life expectancy) and conduct analyses using these data investigating potential associations, attributes and trends surrounding these events.
Position Responsibilities/Essential Functions: - Manage Vital Records’ data related to federal contracts and Oklahoma mandated state partners. Assuring submission and data quality requirements are met or exceeded related to the Vital Records Cooperative Project contract with NCHS.
- Develop data exports/reports and create statistical reports.
- Collaborate with other state and contracted resources to address data inconsistencies, problems, bugs and errors within the Vital Records data and/or systems.
- Writes queries to identify data gaps.
- Creates Quality Assurance reports for data providers.
- EVVE and STEVE management.
- Provides recommendations to update policy, administrative code and law as appropriate.
- Serves as technical advisor to VR staff.
- Assists other Center for Health Statistics programs: the development and implementation of quality assurance processes; fulfillment of data request; report development; analytic projects/studies.
- Consults with Federal and State partners (Health Care Facilities, Physicians, State Medical Examiner’s Office, Funeral Directors, etc.) on the improvement of the Vital Records systems. Including HIE activities related to Vital Records.
- Consults and assists OSDH/VR staff in the system re-engineering, data cleaning, data archiving and record issuance projects.
- Serves on various committees, councils and workgroups.
- Represents the Department in meetings with other agencies.
- Consults with partners in the coordination of grant writing and preparation of grant related reports.
- Participates/Represents the Oklahoma State Department of Health on National Organizations related to Vital Records (e.g. National Association for Public Health Statistics and Information Systems (NAPHSIS), CDC/NCHS).
- Being present in the office is an essential function of this job

Minimum Qualifications: - Master’s degree in public health (Biostatistics/Epidemiology), analytics, informatics, or related Master’s level degree.
- At least two years of experience as a statistician, biostatistician, or epidemiologist for a public health registry system.
- Proficient in querying and analyzing relational data using SAS and/or SQL
- Data Analytics Tools: Proficiency in utilizing data analytics tools such as Excel, Tableau, Power Bl, R or similar platforms for data analysis, visualization, and reporting.
- Statistical Analysis Software: Proficiency with statistical analysis software such as SAS or R to conduct advanced statistical analysis of health-related data.

Strong writing and communication skills are essential.
Ability to establish and maintain effective working relationships with others; to meet with the public and conduct public information programs; to write technical and non-technical information material; to use a personal computer and applicable software; and to manipulate large databases.
Physical Demands and Work Environment: Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employees are required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position.
