Responsibilities
The City of Kansas City, Missouri, is seeking an experienced and highly motivated Division Manager to lead the Project Administration Division within the City Planning and Development Department. This is a key leadership position that works directly with the Department Director and Deputy Directors and plays a vital role in advancing Kansas City's strategic planning, development, and growth initiatives.
About the Role The Division Manager oversees the administration, coordination, and supervision of complex technical projects, economic development activities, special planning initiatives, and data research and analysis. This position collaborates closely with local incentive agencies, financial partners, and regional development authorities to ensure that development aligns with the city's goals and complies with applicable program guidelines and technical standards.
Division Overview The Project Administration Division is comprised of three specialized branches:
• Economic Development Branch - Manages major city-led development initiatives and incentive programs, including Community Improvement Districts (CIDs), the Lien Waiver Committee, Chapter 100 program oversight, Tax Increment Financing (TIF), and the Planned Industrial Expansion Authority (PIEA).
• Special Projects Branch - Provides targeted planning services at the neighborhood scale, often in response to City Council or interdepartmental needs. Projects typically focus on smaller geographic areas and have shorter timelines than the area plans produced by the Community Planning Division.
• Data & GIS Branch - Oversees the department GIS mapping, Parcel Viewer, permitting systems, and other critical data tools that support the department's planning and operational needs.

Qualifications
REQUIRES an accredited Bachelor's degree in engineering, business or public administration or other appropriate disciplines and 8 years experience in varied public or private sector programs, including 4 years administrative and supervisory experience of a progressively responsible nature in a business setting.
