    TO BE ELIGIBLE TO BE CONSIDERED, YOUR ASSIGNMENT MUST REPORT UNDER THE STRATEGIC FINANCIAL MANAGMENT OFFICE.

    Provides executive direction to Metro's overall procurement activities; executes Board adopted policies through implementation of agency-wide procurement procedures, while providing leadership direction to the Vendor/Contract Management (V/CM) department; advocates for, and supports, the small business community; and fosters an environment of empowerment through collaboration with internal and external clients to problem solve and meet and exceed expectations.

    Examples of Duties

    • Manages, directs, and evaluates all Metro procurement activities; provides leadership, plans and sets priorities, implements agency-wide goals and objectives, and determines the most effective methods for carrying out the day-to-day and long-term procurement activities
    • Executes agency-wide contracting authority as delegated by the Chief Executive Officer (CEO)
    • Exercises full breadth of authority through contract formation, partnering, administration, and resolution of disputes and claims
    • Takes a leadership role with respect to performance and utilization of Metro's procurement resources
    • Provides assistance to formulate and implement procurement standards, procedures, and guidance in accordance with local, state, and federal requirements; provides assistance to manage the Metro Board Approved Procurement Policy and Procedures manual
    • Recommends innovations and cost avoidance procurement methodologies when appropriate
    • Consults and advises management staff and the Board of Directors in procurement or material management activities and issues
    • Oversees and directs staff regarding policy direction, establishing goals, major priorities, and advising internal customers in the development of planning and strategies and resolution of major problems
    • Directs the creation and maintenance of an atmosphere which promotes positive human relations and open communication between employees and supervisors
    • Ensures employees are given a real and continuing opportunity to influence their work environment, contribute to the accomplishments of the organization, and participate in discussions related to the methods of work accomplishments
    • Provides mentoring, training, and continuous professional development for all employees
    • Develops and leads the implementation of goals, objectives, policies, procedures, work standards, and long- and short-range planning efforts
    • Monitors developments related to assigned areas, evaluates their impact upon Metro operations and recommends and implements policy and procedural improvements
    • Adheres to and monitors compliance with Metro's policies, procedures, budget, goals and objectives
    • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all assigned employees

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Business, Public Administration, or a related field; Master's Degree in Business Administration, Public Administration, or a related field preferred
    Experience
    • Eight years of relevant senior management-level experience in transit industry public procurement
    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions preferred
    • Professional certification from National Contract Management Association (NCMA), American Production and Inventory Control Society (APICS), Institute for Supply Management (ISM), or equivalent preferred

    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
    • Experience procuring and negotiating different types of contracts, including professional services, Architectural and Engineering, fixed price, cost reimburseable, time and material
    • Experience managing complex, high-volume procurements involving critical and sensitive requirements.
    • Experience utilizing various software systems, including Oracle CIMS and Legistar.
    • Experience preparing and presenting reports, analyses, and recommendations to the CEO, Board of Directors, and executive leadership.


    Essential Knowledge

    • Theories, principles, methods and practices of public procurement processes, including inventory management techniques, concepts, and processes
    • Applicable local, state, and federal laws, rules, and regulations pertaining to public procurement, including Federal Transit Administration (FTA) Third Party Contracting Guidance (Circular 4220.1F) and public utility codes
    • Contract types, e.g., Firm-Fixed-Price (FFP), Cost Plus Fixed Fee (CPFF), etc.
    • Administrative principles and methods, including goal setting, program, and budget development and implementation
    • Effective project management theories and techniques
    • Procurement organization leadership techniques
    • Capital and operating budgets
    • Modern management theory
    • Applicable business software applications

    • Directing the overall activities of a major organizational function(s)
    • Establishing program/policy goals and the structure and processes necessary to implement Metro's mission and strategic vision

    Benefits cover probationary or regular full-time (working at least 40 hrs/week) employees of Metro.

    Medical/Dental/Vision Plan- Employee has the choice of 3 separate medical plans and 3 dental plans. A separate vision plan is included in each medical plan.

    Group Life Insurance- PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Time off with Pay (TOWP)- Compensates employees who are on approved absence from work for reasons such as illness, injury, medical and dental appointments, personal business, vacation, or observance of (a) religious holiday.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
