Responsibilities
The General Services Department is seeking to fill a pivotal supervisory role that directly supports the Chief Procurement Officer in efficiently managing the City's central procurement activities, capital improvement projects, designated professional services, and cooperative agreements. The individual in this role will be responsible for executing a range of critical duties personally when necessary and overseeing a team of subordinate staff, thereby playing a crucial role in the smooth operation of the City's functions.
Key Responsibilities:- Supervises assigned personnel and manages diverse contracting and administrative tasks, such as fostering strong vendor relationships, ensuring strict compliance with all federal, state, and City regulations, and conducting comprehensive market, cost, and price analyses.
- Possesses expertise in preparing bids, reviewing and analyzing proposals, awarding contracts, participating in evaluations, conducting negotiations, and executing contracts, together with strategic planning and policy development.
- Exercises sound judgment and consult with the Chief Procurement Officer in complex situations.
- Reviews and approves requisitions for purchases, item specifications, legal advertising, bid openings and awards, purchase orders, amendments, and term contracts.
- Establishes and enforces procedures for consolidating and standardizing supplies, materials, and equipment while setting appropriate grades and quality levels.
- Engages with vendors and representatives to negotiate materials, equipment, supplies, services, prices, trade, and cash discounts will be a critical part of the role.
- Manages all necessary processing and approvals required for contractual intentions and coordinate the receipt and processing of compliance documentation.
- Assists with the preparation and administration of the annual budget, as well as developing and implementing administrative regulations and procedures for the division.
- Implements automation in procurement operations and manage working capital effectively.
- Responds decisively to special correspondence on purchasing matters and tackle unique assignments and challenges within the division.
- Takes the initiative in developing and implementing robust policies and procedures to enhance the quality and efficiency of the City's contracting process, significantly contributing to the organization's overall effectiveness.
- Tasked with developing multiple product sources and price structures, as well as performing related duties as required.
Specialized Responsibilities:- Leads or supports all phases of acquisition lifecycle, from acquisition planning through contract close-out for complex Information Technology (IT) contracts, commodities and services buys of significant importance to the City.
- Develops procurement strategies and acquisition packages, including Statements of Work, market research, and source selection documentation.
- Conducts cost and price analysis, evaluating proposals, and participating in or leading negotiations.
- Prepares solicitations using a variety of acquisition methods and recommending award decisions in accordance with policy and regulation.
- Performs contract administration, including post-award conferences, performance monitoring, invoice oversight, modifications, and terminations where required.
- Advises City staff and stakeholders on acquisition best practices and compliance matters.
- Possesses excellent communication skills, written and verbal and excellent organizational skills.
- Acts as a team player with lean-forward attitude.
- Possesses in-depth knowledge of managing all contract types, including CPFF, FFP, and T&M.
- Possesses in-depth knowledge of negotiations with governmental industries and experience working with both commercial and government contract terms and conditions.
Qualifications
REQUIRES an accredited Bachelor's degree and 3 years of experience at the level of Senior Procurement Officer.
Preference given to those with at least 4-years' experience in contracting or related positions. Other Information
