About the DepartmentThe award-winning San José Public Library (SJPL) consists of more than 600 employees, a 23% bilingual workforce, and has 24 branch libraries across San José, in addition to the Dr. Martin Luther King, Jr. Library, which is the city’s main library jointly operated through a unique partnership with San José State University. Position DutiesThe San Jose Public Library is currently recruiting for a motivated and detail-oriented Analyst I/II for the Library’s Personnel Unit .
The Personnel Unit is a dedicated group of professionals , includ ing a Senior Analyst, two Analysts (Learning and Development and Employment /Personnel ) , one Staff Specialist and one Library Clerk . Together, the Personnel Unit is responsible for all human resources related function for the San Jose Public Library Department . This Analyst will play a key role in leading the Library’s r ecruitments and hiring efforts , while also providing support for various human resources related functions . This position reports to the Senior Analyst of the Personnel Unit and is based at the Dr. Martin Luther King, Jr. Library.

Salary Ranges:
- Analyst I: $ 92,994.72 - $1 13,022.00 annually
- Analyst II: $ 101,468.64 - $1 23,330.45 annually
Key Responsibilities - Oversee the end-to-end hiring process for the Library Department , ensuring timely and efficient recruitment aligned with established policies and procedures.
- Conduct recruitments and f ill vacancies in a timely and efficient manner, while en sur ing compliance with City hiring guidelines and best practices
- Collaborate with and a ssist hiring managers in drafting/editing job descriptions, identifying job core competencies , develop ing screening and interview questions , establish ing recruitment timelines , and implementing targeted marketing strategies
- Analyze and interpret job classification specifications to ensure recruitment job descriptions, screening criteria, and hiring practices are consistent with required qualifications, essential functions, and distinguishing characteristics.
- Create and publish job posting s , screen applications fo r minimum q ualifications , c oordinate interviews, and facilitate interview panel orientations and post-interview debriefs .
- C onduct reference checks , make salary recommendations for offers, and prepare formal offer letters
- Respond to candidate inquiries regarding application status, interview outcome s, and general recruitment process questions.
- Coordinate high - volume and multi-hire recruitment s , ensuring streamlined coordination and consistent communication with stakeholders.
- Track and report o ut on recruitment metrics, including vacancy rate s, time-to-fill, and other key performance indicators.
- Coordinate and process temporary staffing request s , including the preparation and submission of required memos and documentation
- Participate in process improvement initiatives to enhance recruitment workflows and increase operational efficiency
- Serves as liaison between the Library Department’s hiring managers and the City’s Human Resource Recruiters (Business Partners) to ensure alignment to recruitment protocols and timely filling of vacancies
- S upport the Personnel Unit in other human resources functions as needed, including workforce development, class ification and comp ensation , position management, position budget, performance management, workers’ compensation, leave of absences, disability/return to work , and department safety compliance.
The successful candidate should possess a solution-driven approach to problem solving, excellent project management skills, and the ability to provide exceptional customer service in a fast-paced environment .
Minimum QualificationsAnalyst I: A Bachelor's Degree from an accredited college or university.
Analyst II: A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.
Acceptable Substitution: Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.
