Position Salary Range: $13,781 - $20,671 per month
The anticipated hiring range for this position is $16,500 - $17,100 per month.
Salary is commensurate with experience.

Position Summary: Under the general direction of the Vice President for Administration and Finance/Chief Financial Officer (VP A&F/CFO), the Associate Vice President (AVP) for Facilities Management and Operations serves as the senior facilities officer for California State University, Dominguez Hills. The AVP provides vision, strategic leadership, and administrative oversight for facilities development, operations, maintenance, environmental health and safety, and related administrative services, ensuring that the physical environment supports the University’s academic mission and long-term goals.
The AVP works collaboratively with campus leadership, the Chancellor’s Office, and external partners to deliver safe, sustainable, customer-focused facilities and services. The incumbent is responsible for the stewardship of University facilities and infrastructure, ensuring compliance with CSU policies, state and federal regulations, and best practices in higher education facilities management.
The AVP partners closely with Facilities Planning and Construction on renovation, alteration, and capital projects, leveraging the Physical Plant workforce as appropriate, and coordinates with the Senior Director of Risk Management and Internal Controls on matters of safety, compliance, and risk mitigation.
Key Responsibilities: - Strategic Planning and Leadership
- Serve as a key member of the VP A&F Executive Leadership Team, contributing to division-wide planning and decision-making.
- Develop and implement long-range strategic goals, objectives, and priorities for Facilities Management and Operations aligned with the University’s strategic and master plans.
- Provide leadership to ensure the integrity, safety, and operational excellence of University facilities, grounds, and infrastructure.
- Act as a collaborative partner in campus space utilization planning, evaluating the impact of academic and administrative space decisions on facilities, operations, and resources.
- Identify and advance innovative public/public and public/private development opportunities to support campus growth and sustainability.
- Represent the University at CSU systemwide meetings and conferences for Executive Facilities Officers.
- In partnership with the Director of Facilities Planning, oversee planning, design, construction, and close-out of major and minor capital projects, deferred maintenance, and capital renewal initiatives.
- Support the University’s Emergency Operations Center, including leadership in rescue operations, security, damage assessment, and recovery efforts.
- Facilities, Maintenance and Operations
- Direct the professional, technical, administrative, operational support, and skilled trade employees responsible for day-to-day operations and the development of the University’s physical and central plants.
- Manage campus infrastructure to provide a safe, functional, and comfortable learning, working, and living environment.
- Ensure delivery of high-quality, customer-focused services by Facilities Services.
- Inspect and approve maintenance or service work performed by contractors; authorize payment of contracts and invoices.
- Actively collaborate with campus partners to align space utilization decisions with facilities operations, ensuring efficient use of resources and minimizing disruption.
- Direct the effective administration of the campus recycling program, utility projects, and sustainability initiatives, reinforcing the University’s commitment to energy conservation and environmental stewardship.
- Coordinate with other University leaders and facilities managers to ensure work is effectively integrated and minimally disruptive to academic and administrative operations.

Minimum Qualifications: - Required: Bachelor's degree in engineering, architecture, public works or a related field. However, the degree requirement can be substituted on a year for year basis with equivalent specialized work experience as defined by the University.
- Minimum of eight years of progressively responsible experience in planning, organizing, directing, and controlling the work of a large journey-level workforce in one or more of the following areas: building, engineering, and/or maintenance trades, grounds, and custodial services, which should include A minimum of five (5) years of managerial experience required.
Knowledge, Skills, and Abilities: - Extensive understanding of trades and systems in utilities plant and system operations, building systems, grounds, facilities management, and construction.
- Knowledge of computerized maintenance management systems (CMMS preferred).
- Understanding of energy conservation techniques and energy management procedures.
- Knowledge of maintenance management in a State facility, college or university, or other complex, multi-facility environment.
- Working knowledge of Federal and State regulations, including California OSHA requirements and California Building Codes.
- Ability to communicate effectively with all levels of trades, staff, faculty, administrators, and senior management.
- Ability to supervise, mentor, and lead a diverse workforce, applying principles of effective supervision and labor relations.

- Strong leadership skills with the ability to cultivate collaboration, teamwork, and continuous quality improvement.

- Experience developing, managing, and continuously improving routine, preventive, and emergency maintenance programs for university buildings and infrastructure.
- Ability to manage personnel, budgets, and equipment in support of facilities, utilities, and construction operations.
- Demonstrated skill in the preparation, allocation, and management of multiple budgets.
- Ability to develop and implement programs, policies, and procedures related to remodeling, repair, maintenance, and construction.
- Strategic Planning and Policy Development
- Ability to plan, coordinate, and align physical plant operations and services with the long-range goals and objectives of the University.
- Demonstrated ability to prepare long-range planning proposals using advanced management tools, including flow charts, PERT charting, simulation modeling, statistical forecasting, program budgeting, and cost-effectiveness measures.
- Experience developing proposals for system upgrades and conversions to improve efficiency in space utilization, labor, time, and energy savings.
- Ability to represent the Facilities Management and Operations unit on matters of policy, procedures, and programs; obtain and integrate information that informs new policies or the modification of existing programs.
- Ability to promote and uphold University policies, procedures, and guidelines, including but not limited to safety, civility, information security, and non-discrimination policies.
- Strong commitment to sustainability, environmental stewardship, and energy efficiency.
- Demonstrated ability to independently perform the wide range of complex and responsible management and technical assignments associated with physical plant administration.
Preferred Qualifications: - In addition to the required experience: Senior-level university experience planning, organizing, directing and controlling the work of a large journey-level workforce in more than one of the building, engineering and/or maintenance trades.
Preferred: Senior-level university facilities management experience with responsibility for planning, project management, organizing, directing, and controlling the work of a large journey-level workforce across multiple trades (e.g., building, engineering, maintenance, grounds, custodial). - Experience working within a large, complex higher education system such as the California State University, including familiarity with CSU policies, procedures, and capital planning processes.
Preferred: In addition to the required education: Masters Degree in engineering, architecture, public works or a related field is preferred.
