    Full-time position available with the Health Department, Communicable Disease Prevention Division located at 2400 Troost Ave
    Salary Range: $32.38-$48.56/hour
    Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

    Responsibilities

    Reports directly to the Assistant Division Manager, Division of Communicable Disease Prevention and Public Health Preparedness and accepts clinical direction from the Medical Director(s) within the various areas of specialty. Interacts with the Division Manager of Communicable Disease Prevention and Public Health Preparedness, the Director of Health, other Division Managers, and Program Managers within the Health Department as well as community organizations, the staff of other local health departments, community Infection Control Practitioners, the Missouri Department of Health and Senior Services and the Kansas Department of Health and Environment. Supervises Public Health Nurses within the Division.

    Duties and Responsibilities:
    • Performs as a leader in clinical nursing prevention and provides services to individuals, families and population groups directed toward quality communicable disease prevention, assessment risk reduction and health status improvement.
    • Utilizes excellent verbal and written communication skills as well as strong interpersonal and problem-solving skills.
    • Focuses nursing practice in three primary areas including vaccine preventable diseases across the life course, sexually transmitted disease prevention and treatment, and tuberculosis prevention and treatment.
    • Additional clinical supervision in specialized areas may be required.
    • Supervises, collects data, records data, analyzes trends, and provides quality assurance/improvement practices on various clinical services provided or administered by the Health Department.
    • Represents the Division and the Department to the media as necessary.
    • Wears a high efficiency respirator mask and other personal protective equipment when delivering services within an area assessed as high risk for exposure to infectious diseases.
    • Lifts up to 50 pounds when assisting with community and clinic based activities.
    • Climbs stairs to access client residents is essential.
    • Uses mastery of a selection of basic clinical techniques and laboratory procedures, not limited to phlebotomy, administering and reading TB skin tests, sputum induction, the operating of an X-ray machine and limited microscopic lab analysis.
    • Performs the duties of Public Health Nurse Supervisor in the Division of Communicable Disease Prevention and Public Health Preparedness.
    • Assures that the assigned clinical area functions within budgeted resources and that City and Health Department policies and directives affecting the Division and staff are followed and adhered to.
    • Assigned clinical area should meet the deliverables defined in the contract with the Missouri Department of Health and Senior Services, if applicable.
    • Trains subordinate staff for properly conducting their responsibilities in a professional and courteous manner.
    • Assures that supervisory files on each subordinate employee are maintained either at the Program level or by the supervisor within the Program for direct reports, and that all information entered into those files is consistent with the guidelines provided by the City.
    • Assures that staff are aware of, and have access to, all relevant laws and ordinances that impact their ability to discharge their responsibilities.
    • Familiarizes staff with and understands the appropriate City and/or Department policies that relate to the performance of their job duties, such as infection control policies, dress code policy or their conduct with other staff, clients or others in the community such as confidentiality policy and sexual harassment policies.
    • Assures that continuing education is provided, at least quarterly, to all staff within the assigned clinical area to enhance their knowledge and skills, or to refresh their awareness of various policies, procedures, and legal requirements/restrictions.
    • Assures that the Division of Communicable Disease Prevention and Public Health Preparedness is responsive to the needs and concerns of clients and the community, within the limitations of the fiscal and personnel resources available.
    • Assures that all information disseminated by staff, either written or verbal, is appropriate for the intended audience, up-to-date and accurate in content, and of professional quality.
    • Assures that all reports required by the contract, the Division, the Department or the City are submitted on or before the respective deadlines.
    • Assures that staff of the Program cooperate and participate with other programs and/or activities within the Department.
    • Assures that all staff have a clear, written job description that details the duties, performance expectations, and criteria by which individuals will be evaluated.
    • Cooperates with and participate to the extent reasonable and possible in meetings with the Missouri Department of Health and Senior Services or other contractually-bound entities, and activities or meetings conducted by community based organizations or others in the community.
    • Maintains a personal continuing education process to enhance skills and knowledge.
    • Develops a process to stay informed of international, national, state or local developments and events that may directly or indirectly impact the operation and services of the Program or Department.
    • Provides, at least biweekly, reports to the Assistant Division Manager that addresses the items listed above and any other issues that have importance to the Program, the Division or the Department.



    Qualifications

    REQUIRES completion of an ADN or diploma program in nursing and 2 years of experience as a registered nurse; OR registration or certification as a nurse practitioner or nurse clinician from a program recognized by the Missouri State Board of Nursing. Possession of a current license or temporary permit (for transfers from other states) as a registered nurse as issued by the Missouri Board of Nursing. A current license must be obtained by transfers within six months of the date of the permit issuance. Must pass a pre-employment drug screen prescribed by the City. Must possess a valid state-issued driver's license in accordance with City of KCMO policies.
