    OVERVIEW

    Kitsap County is seeking a dedicated and skilled Utility Maintenance Professional to join our Public Works team.     Automatic Progression Requirements
    Employees hired at the Utility Maintenance Worker or Technician level are eligible for automatic progression to the next level in the series upon successful completion of all required training, time-in-position, and certifications as outlined in the Utility Maintenance Training Workbook.

    As a Utility Maintenance Worker, Technician, or Specialist, you will:
    • Perform Infrastructure Maintenance: Support construction, repair, and maintenance of sanitary sewer systems, stormwater systems, ponds, ditches, vaults, and green infrastructure (LID/GSS).
    • Operate Equipment Safely and Efficiently: Operate a full range of equipment such as excavators, dump trucks, eductor trucks, hydro seeders, front-end loaders, mowers, and hand tools.
    • Conduct System Repairs and Retrofits: Assist in the installation and rehabilitation of underground utility lines, manholes, catch basins, and surface restoration including asphalt and concrete.
    • Support Green Infrastructure Initiatives: Maintain and improve bio-retention systems, modular wetlands, and low-impact development (LID) facilities.
    • Inspect and Monitor Systems: Perform inspections of sewer and storm systems and locate underground utilities for maintenance and design.
    • Ensure Worksite Safety: Plan and deploy traffic control measures such as cones, signs, and flaggers in compliance with regulations.
    • Utilize Digital Tools: Input data into asset management systems and read and interpret engineered drawings.
    • Apply Mathematical Formulas: Use mathematical formulas to calculate grade, volume, and cubic yards, ensuring accurate measurements.
    • Mentor Seasonal Staff: Support the seasonal employment program by coaching and guiding temporary team members in field operations.

    What You Bring
    • Professional Experience:
    • Utility Maintenance Worker : 6+ months of experience in construction, maintenance, or outdoor manual labor. Successful completion of at least 3 months as a Kitsap County summer seasonal employee will be accepted as equivalent experience.
    • Utility Maintenance Technician: 1+ year of experience in construction, maintenance, or outdoor manual labor, including 6 months in stormwater/sewer utility work.
    • Utility Maintenance Specialist: 3+ years of experience in stormwater maintenance, utility construction, repair, replacement and maintenance, road construction/maintenance, or related.
    • Communication/Interpersonal Skills: Strong teamwork, reliability, and communication skills are essential in this collaborative and safety-conscious environment. Ability to follow direction, provide guidance, and work respectfully with colleagues, supervisors, and the public is key to success in this role.
    • Specialized Expertise
      • Experience with one or more of the following: sewer collections, stormwater retrofits, GSI/LID maintenance, pond and swale upkeep, or pipe repair/installation.
      • Ability to operate CDL and non-CDL equipment, including dump trucks, excavators, and eductor trucks.
      • Familiarity with asset management systems and inspection tools.
    • Additional Preferred Qualifications
      • Experience using digital asset management systems or GPS utility locating tools.
      • Possession of a valid Commercial Driver’s License (CDL) or the ability to obtain one within a designated timeframe.

    Required Licenses, Certificates, Examinations/Tests and Other Requirements:
    • Washington State Driver’s License: Must possess a valid Washington State driver’s license at time of appointment.
    • Commerical Drivers License: Must obtain within 12 months of hire. The County will cover the costs for CDL school, including tuition, fees, and any associated materials.
    • First Aid/CPR Certification: Must obtain certification within 12 months of hire.
    • Certified Erosion and Sediment Control Lead (CESCL): Must obtain within 12 months of hire.
    • Flagging Certification: Must complete flagging certification within 12 months of hire.
    • Duty Roster: Must obtain the necessary qualifications to be placed on the Duty Roster within 24 months of hire.

    • This position is classified as eligible for overtime under the Fair Labor Standards Act (FLSA)
    • Covered under a collective bargaining agreement with Public Works Utilities - Local 589.     • Per the collective bargaining agreement: If hired as a Technician, candidates must be performing satisfactory and then within twenty-four {24) months of their date of hire or transfer the employee must obtain the necessary qualifications to be placed on the Duty Roster. Once an employee has been placed on the Duty Roster, they shall be moved into the M&O Specialist pay scale at the step which is closest to but not below their rate of pay as an M&O Technician.
    • Prior to employment, the successful candidate must:
    • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
    • Pass a medical/physical evaluation, including audiometric testing, conducted in accordance with WAC 296-817-400.
    • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
    • Authorize and complete a criminal background check and driving record check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.
    • Driving Requirements The successful incumbent must meet the driving requirements of this position and submit a copy of the current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
    • Category 1: operates County-owned vehicle
    • CDL Driver: Operating County owned vehicles and CDL vehicles. Successful candidate must [have a current or obtain within 12 months of employment] a Washington Class A endorse N or X with air brake restriction removed. Prior to CDL Assignment:
      • CDL drivers must submit a driving abstract and a current medical card.
      • CDL Drivers in accordance with federal regulations and Kitsap County Drug and Alcohol Policy and Procedures for CDL Drivers, no employee will be allowed to operate CDL vehicles or equipment in this position for Kitsap County until he/she has successfully passed a urine drug screening; and enter into a random DOT regulated drug and alcohol testing process.
    • Wages
      • Utility Maintenance Worker - $25.23 - $32.28
      • Utility Maintenance Technician - $26.99 - $34.52
      • Utility Maintenance Specialist - $33.07 - $42.30
    • Work hours for this position are Monday - Thursday 6:30 am - 4:00 pm; Friday 7:00 am - 3:30 pm, with every other Friday off

    Retirement:
    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    Holidays
    11 paid holidays and 2 additional floating holiday per year. One additional floating holiday after 10 years of service.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 2 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)

    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
