    The Job

    The Office of the Auditor-Controller/Treasure/Tax Collector (ATC) is seeking highly experienced and motivated Enterprise Business Systems Analyst/Architect- ATC* with strong knowledge of enterprise systems, infrastructure, and cloud architecture who can analyze complex business needs and design solutions that align with strategic objectives. The ideal candidate will demonstrate the ability to evaluate existing systems, assess risks, and recommend architectural approaches that ensure scalability, security, and business continuity. A solid understanding of enterprise IT environments, coupled with expertise in aligning technology frameworks with organizational goals, is essential. This role requires professionals who can serve as trusted advisors, guiding stakeholders through architectural decisions and ensuring that proposed solutions support long-term growth and cross-departmental collaboration.

    Enterprise Business Systems Analyst/Architect- ATC* are Business Project leads who are experts in:

    • Mentoring team members in systems analysis and software initiatives, which may involve selecting third-party software or developing custom-built application solutions following standard Software Development Life Cycles.
    • Identifying business requirements that deliver value to customers, taking into consideration project budget, scalability, business continuity, standard practices, licensing, county policies, cross-department regulations, and potential impacts to countywide infrastructure.
    • Implementing industry standard methodologies and internal procedures in the planning, execution and service delivery of project deliverables utilizing project and service management best practices that take into consideration multi­ department requirements, security, and data recovery.
    • Managing the effort to implement solutions that enhance data sharing across departments, promoting collaborative infrastructure and providing geographic context for countywide strategic initiatives and decision-making.
    • Providing subject matter expertise when collaborating with technical and business personnel across all departments in the maintenance and support of hardware and software, along with the interactivity and interfaces between those businesses and applications.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Applicants must pass a background investigation, which includes fingerprinting, work history & education check, as well as a job-related physical exam and drug screening.

    Availability: Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required.

    Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

    Minimum Requirements

    Candidates MUST meet all requirements listed below in order to qualify.

    REQUIRED EXPERIENCE: Four (4) years of full-time equivalent experience in a production environment performing business systems analysis , within the past five (5) years. Must include experience in at least four (4) of the following areas: project management or leading cross-functional teams, requirements gathering, end user acceptance testing, process mapping, workflow diagramming, documenting business rules, writing specifications, developing procedures to improve systems, feasibility studies, and cost/benefit analysis.

    Typical qualifying experience may include performing duties equivalent to the San Bernardino County Business Systems Analyst III .

    LEADERSHIP: Must include a minimum of two (2) years working as a project leader, while leading IT staff, for large-scale enterprise business processes and application development projects. Experience must also include the use of a systems development methodology (Agile/Waterfall methodologies). Experience may be concurrent.

    REQUIRED EDUCATION: Sixty (60) semester (90 quarter) units of completed courses from an accredited college/university* in programming, computer science, software engineering, or a related field.

    Education Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.

    *Note: Qualifying degrees or coursework must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Degrees/coursework completed outside the United States must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework.

    Desired Qualifications

    The desired candidates will possess:
    • Strong knowledge of enterprise systems, infrastructure, and cloud architectural frameworks.
    • Proven ability to analyze complex business processes and translate them into scalable, secure, and efficient architectural solutions.
    • Experience evaluating enterprise IT environments and recommending strategies that ensure business continuity, interoperability, and long-term sustainability.
    • Expertise in aligning technology initiatives with organizational goals, policies, and cross-departmental requirements.
    • Skilled in assessing risks, dependencies, and impacts of proposed solutions on countywide infrastructure.
    • Ability to serve as a trusted advisor, guiding stakeholders through architectural decisions and fostering collaboration across technical and business teams.
