    Job Summary

    Under the general direction of the Director of Procurement Services, the Procurement Operations Manager manages the daily operations of the Procurement functions, including purchase orders, service orders, contracts, agreements, MOUs, leases, licenses, vendor management, execution of bid documents, insurance and bond reviews, job walks and public bid openings. This position will assist the Director in establishing and updating procurement policies, processes and procedures in compliance with federal, state and local laws as well as CSU policy.

    The position will have direct contact with and will respond to inquiries from campus officials, the Chancellor's Office, other CSU campuses as well as outside regulatory agencies.

    Key Responsibilities

    • Procurement Operations - Manages complex daily operations involving procurements, contracts, construction services contracts, competitive solicitations (Invitation for Bid (IFB), Request for Proposals (RFP)), quotations, specification review, spend analysis, policy compliance, insurance, bond review, and annual reporting.
    • Leadership - Responsible for the effective leadership and management of Procurement Office Staff. Responsible for making recommendations to the Director with regards to staff issues, hiring, organizational structure, and staff assignments.
    • Communications and Training - Facilitates communications between staff and the campus community to ensure that the Procurement Office is consistently providing resources, such as training, web forms, manuals, flow charts, and process guidelines to meet the needs of the campus.
    • Data Analysis and Reporting - Develop metrics to measure effectiveness of department operations. Develop reporting mechanisms and procedures and recommend improvements where necessary.


    Knowledge Skills and Abilities

    The ideal candidate will possess deep expertise in procurement and contract management, with a strong understanding of federal, state, and local regulations. They will demonstrate leadership in system implementations and upgrades and have the ability to guide staff in a high-volume, customer-focused environment. Exceptional interpersonal and management skills are essential for collaborating across diverse campus groups, including senior leadership. Experience with grant contracts and supervising in a unionized setting is a plus. The candidate should also be forward-thinking, aligning planning efforts with the Beach2030 vision, and capable of producing complex data analyses and reports to support departmental goals.

    Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student and assist in achieving the university's commitment to a "vision of excellence."

    Education and Experience

    • Graduation from an accredited university with a bachelor's degree in Business Administration, Public Administration, Finance, Procurement/Purchasing/Supply Chain Management, or a closely related field and a minimum of one year of related experience required.

    • Preferred qualifications include experience in higher education, local government, the public sector, or other regulated environments.

    Physical Summary

    • Sedentary work - Involves mainly sitting. Walking and standing are minimal. Lifting is limited to lightweight objects. (10 pounds or less).

    Compensation

    Hiring Range: The hiring range for this position is $6,907 - $9,000 per month commensurate with candidate's education, experience, skills, and training.

    CSU MPP Compensation Summary Range: The MPP Comp Summary Range for this position is $6,907 - $10,361 per month.

    Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.

    Additional Information

    The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

    A background check (including a criminal records check) must be completed satisfactorily and is required for employment.
