    CAREER DESCRIPTION

    SENIOR INFORMATION TECHNOLOGIST

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is being held to establish an open to the public eligible list to fill current and future Senior Information Technologist positions. This list may also be used by any other agencies within the County of Orange. This recruitment may also be used to fill positions in similar and/or lower classifications.

    CLERK-RECORDER
    The Clerk-Recorder Department is responsible for issuing, handling, and safeguarding a variety of public records, including property records, marriage licenses, and birth and death certificates. They are also in charge of overseeing the Orange County Archives, which is the main repository for historical property documents and vital records.

    THE OPPORTUNITY

    The Senior Information Technologist performs advanced professional duties pertaining to the analysis, maintenance and administration of computer hardware and software systems to meet business needs of the Clerk-Recorder Department. Duties typically emphasize advanced system administration, maintenance and problem analysis/resolution within client-server environments. Work is often broad in scope and may encompass multiple information technology specialties, such as, Application Development, Network, Database or Security.

    As the Senior Information Technologist, the successful candidate will be responsible for the following:
    • Providing senior level administration for the Department's Microsoft Windows based SQL Server; must be proficient in SQL Server database management as well as fluent in Microsoft T-SQL.
    • Installing, configuring, and supporting Windows Server 2019 in an enterprise environment.
    • Developing small scale software applications and utilities in Microsoft Visual Basic or C# to meet the department’s business goals.
    • Providing support to the Department's VMware based virtual network infrastructure.
    • Comprehensive understanding of networking fundamentals to effectively support network engineers in maintaining and optimizing server-based applications.
    • Provide County-wide support and liaison to the central I.T. team for Change Requests.
    • Managing and supporting department specific software applications Cornerstone (CashieringSystem),SECURE,LandDocs, Recorder Works, ExtractSystem; implementing new versions of these application by closely working with the vendors; this includes, but is not limited to, installing, configuring, testing, troubleshooting, collecting user feedback and providing it to the vendor for a successful outcome.
    • Managing and supporting Cornerstone, LandDocs, RecorderWorks VitalsDocs databases.
    • Supporting the Department’s Cyber Security Posture and liaison to Cyber Security Team.
    • Write programs/scripts and develop reports using standard application development products and tools
    • Assisting the IT Manager and Supervisor in managing different projects (e.g. vendor liaison, system analysis, testing and user training).
    • Maintain the hardware and software applications at the County disaster recovery site.
    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    Three years of SQL Server experience. A bachelor’s degree from an accredited institution which is related to the competencies and attributes required of the position is desired.
    College level education or training directly related to the competencies and attributes required of the position may be substituted for up to one year of the required experience at the rate of three semester units or the equivalent, equaling one month of experience and one hour of training equaling one hour of experience. College level education or training beyond a bachelor's degree, which is directly related to the competencies and attributes required of the position, may be substituted for up to an additional year of required experience at the same rate identified above.

    In addition, the ideal candidate will possess extensive professional work knowledge and experience in the following core competencies:

    Information Technology Knowledge | Software Application Experience
    • Developing plans to safeguard the servers and storage systems against accidental or unauthorized modifications, destruction, or disclosure and to meet disaster recovery needs
    • Maintaining, enhancing, and supporting a number of software programs (tools and utilities) that are developed in-house using Microsoft Visual Studio
    • Understanding of computer/scripting/markup languages including C# or Visual Basic .NET, JavaScript, XML & PowerShell.
    • Gather user requirements for software enhancements and validate specifications
    • Planning, testing and implementing software changes to enhance services
    • Working on projects that are large in size and scope that require the support of multiple staff and the utilization of significant resources
    • Creating workflows for related support processes as well as creating and customizing system dashboards; updating websites
    • Creating and maintaining Active Directory user accounts, security groups, and permissions
    • Must have broad general knowledge of information technologist principles, concepts and practices.
    • Participate as a technical leader or a team member for agency and countywide initiatives and act as a liaison on projects for collaboration across agency and departmental boundaries; evaluate, recommend and implement solutions based on the County and business requirements.
    • Participate as a technical leader or a team member for internal change management related projects to gather internal staff business requirements and provide input to enhance the business processes.
    • Work with technical staff and end users to resolve any OS, server hardware, network, storage systems related issues that may impact the Department business.
    • Develop plans to safeguard the servers and storage systems against accidental or unauthorized modifications, destruction, or disclosure and to meet disaster recovery needs.
    • Work with vendors to implement, test and troubleshoot vendor developed software applications.
    • Plan, implement and monitor software upgrades, patches, security and backup/recovery processes; obtain new and upgraded software from vendors; utilize appropriate tools to install and test upgrades and patches; may develop utility programs as needed to ensure that new and upgraded systems work effectively with current systems and programs; determine and document proper installation parameters for software and hardware in order to ensure smooth integration, transition and efficiency.
    • Develop policies, procedures and documentations for the IT systems.
    • Participate in research, evaluation, and development effort leading to improvements of the production environment.
    • Work with other support staff to resolve any hardware and software based issues related to workstations and peripheral equipment.

    • Identifying and resolving challenging technical issues and problems by researching possible solutions
    • Making strategic judgments and evaluating the impact of information technology decisions
    • Preparing mock-up for user interfaces and software service functions
    • Providing professional support for software-related projects
    • Test new software and reproduce reported bugs in UAT environment
    • Investigating, analyzing, and resolving complex network-related problems
    • Be able to perform complex work without significant direction; plan, schedule and arrange own activities in accomplishing objectives with work being reviewed upon completion.
    • Provide team building attitude and be able to build consensus with other parties when approaching problems.

    Planning and Organization
    • Organizing communication plans with project stakeholders at all levels.
    • Working independently to plan, organize, prioritize, and process work to meet projected deadlines.
    • Exercising thoroughness, accuracy, and attention to detail in the tasks and processes performed.
    • Strategizing long-term technology solutions
    • Be an independent, organized, self-motivated, self-starter responsible professional able to complete tasks with efficiency by leveraging technologies for innovative solutions to problems.

    Written and Verbal Communication Skills
    • Documenting technology systems and procedures, system architecture and parameters, database design.
    • Presenting recommendations in a clear, logical and concise manner.
    • Preparing user manuals to communicate the functions of application software and technical processes and conducts user and/or peer training to provide technical information on system functions.
    • Work with and support all staff at different levels of the organization; communicating both verbally & in writing ideas & concepts that resolve technical challenges.
    • Able to share with other team members new ideas and concepts to foster team collaboration & learning culture.

    Customer Service
    • Working with other public and private agencies in efforts to provide information technology-specific customer service to the community, public, and key stakeholders
    • Generating consensus and collaborative relationships to bring about efficient and effective outcomes
    • Establishing and maintaining positive and effective working relationships with peers, supervisors, and managers
    • Working on projects that are large in size and scope that require the support of multiple staff and the utilization of significant resources
    • Maintain close interaction with other technical support staff, end users and vendors.
    • Must poses a positive can-do attitude when working with stakeholders, team members, and supervisors & managers.
