Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. Position DutiesThe Department of Public Works is currently seeking to fill a Systems Application Programmer I/II (SAP I/II) position within the Technology Services team to support the Animal Care and Services Division (ACS). This position is responsible for contributing to good data hygiene, building dashboards and reports, authoring SOPs for various Chameleon workflows, providing desktop and mobile device support, and supporting ACS tech projects.
Salary Range:
- SAP I: $88,932.48 - $108,086.16 annually
- SAP II: $98,629.44 - $119,945.28 annually
This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.
This is a temporary (Overstrength) position that is anticipated to be funded through June 30, 2026, subject to further extension as appropriate. If this position is not extended through the budget process, the city may seek to place you in other internal job opportunities based on your previous work experience.
This position is part of the Technology Services Division team but is assigned to ACS and fully dedicated to supporting ACS technology functions, including both application and desktop support. This is an individual contributor role that requires a commitment to building and maintaining quality data, strong attention to detail, excellent customer service, understanding of ACS business processes and workflows, and deep understanding of Chameleon software and backend database.
Under the direction of a senior team member, the SAP I/II will maintain the Chameleon application and underlying data, build and maintain dashboards and reports, and provide desktop support to ACS users. Key responsibilities and duties may include but are not limited to the following:
- Provide end-to-end support for the Chameleon application, including creating user accounts, assigning privileges, providing user training, troubleshooting and resolving issues, and maintaining documentation.
- Perform regular data validation checks on Chameleon backend data to ensure integrity. Identify and correct data issues and provide direction to users associated with recurring data errors.
- Roll out Chameleon modules to rescue partners and volunteers. Onboard users and providing ongoing support and maintenance of web-based modules.
- Develop dashboards and reports from Chameleon and ancillary data sources, ensuring validity and integrity of data presented and alignment with other dashboards and reports.
- Manage inventory of approx. 200 Crystal Reports and develop thorough understanding of how they are used. Serve as SME to vet all requests for new reports or modifications to ensure consistency across reports and avoid duplication.
- Provide regular training sessions and Chameleon office hours to promote proper use of the software and valid data entry across the organization.
- Meet with end users to understand requirements for new capabilities, reports, or workflows. Design and build using available tools in the PW technology stack, and/or collaborate with software vendors to enhance system capabilities and ensure optimal use.
- Develop and maintain comprehensive standard operating procedures for data management and tech workflows and functions.
- Provide desktop and mobile device support to ACS staff, including imaging, installing, and configuring new devices; maintaining asset inventory; troubleshooting device issues; and setting up equipment and providing general IT support for offsite events.
To effectively carry out this role, the ideal candidate will possess the following skills and experience:
- Expert knowledge of Chameleon software, its underlying database, and data management workflows.
- Knowledge of T-SQL and ability to develop complex queries for data validation and reporting.
- Proficiency with analytics and reporting tools, preferably, Crystal Reports and Tableau.
- Experience supporting web-based and client/server applications.
- Experience providing desktop support for Win 11 and iOS devices.
- Proactive attitude, excellent communication skills, and persistence to track down answers needed to complete projects or resolve issues.
- Familiarity with animal shelter operations, business workflows, and data collection is highly desired.

Minimum QualificationsEducation and Experience- SAP I: A Baccalaureate Degree from an accredited college or university in Computer Science, Management Information Systems, Business Administration, or a closely related field, AND one (1) year of experience in computer systems applications programming.
- SAP II: Any combination of training and experience equivalent to successful completion of advanced undergraduate course work from an accredited college or university in computer science, business administration or related field and two (2) years of computer systems applications programming experience.
Acceptable Substitutions:
- SAP I: Additional years of directly related work experience may be substituted for up to a maximum of two (2) years of the educational requirement on a year-for-year basis. There will be no substitute for the one (1) year work experience requirement.
