Position DutiesThe salary range for this position is:
Equipment Maintenance Supervisor I: $112,563.36 - $137,220.72Equipment Maintenance Supervisor II: $122,369.52- $149,363.76This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.
The Fleet Management Division in Public Works Department is responsible for the management of the City’s fleet including the comprehensive inspection, maintenance, repair, acquisition, and disposal. The City’s vehicle and equipment fleet currently consists of over 2,900 assets.
The Department of Public Works Fleet Management Division is recruiting to fill an Equipment Maintenance Supervisor position. Reporting to the Fleet Manager, Equipment Maintenance Supervisors are vital to the operations of the Fleet Management Division. Public Works utilizes four supervisor positions to manage full-service fleet maintenance operations at seven different locations. This position will be supervising or managing one or more of these facilities.
The Fleet operates 365 days a year for some of our customers such as the Police Department, while simultaneously maintaining several hundred vehicles and equipment from various other departments. The Airport Fleet facility provides for the maintenance and repair of a diverse airport fleet, including light and heavy equipment and also a complex network of emergency generators located at the San Jose Mineta Airport. In addition to managing these critical operations, this supervisor position contributes expert knowledge to assist in making critical decisions as fleet assets near the end of their life cycle and repair or disposition decisions have to be made. This position is also responsible for the statutory compliance of hazardous materials, emissions, waste, and fuel storage.
Under the direction of the Fleet Manager, the following position details are the areas of experience required for employment and a general description of associated duties:
- Plans, directs, and coordinates shop activities within the Fleet Management division in connection with the installation, maintenance, and repair of a wide variety of automotive, truck, related machinery, stationary equipment and off-road equipment.
- Manages a comprehensive vehicle maintenance and repair program for the City’s automotive, heavy, and special equipment including portable and fixed generators at multiple facilities.
- Monitors and administers Fleet Management and Citywide procedures and policies involving staff, customers, and vendors for related fleet services and activities.
- Manages personnel, assign, train, supervise, and evaluate staff and their work makes recommendations on employment retention, promotion, demotion, and other personnel actions.
- Works with the Fleet Manager and other fleet Supervisors as a team to strategically shift personnel and resources to serve the entire City.
- Manages division procedures, scheduling, priorities, and workflow.
- Manages and administers important timely documentation standards such as work order management and vendor invoicing.
- Manages a preventative maintenance and statutory compliance program for vehicles and equipment focused on maximizing vehicle and equipment uptime, safety, competitive costs, and compliance.
- Consults with City personnel, outside vendors, and others; evaluates and sets priorities for work to be performed; schedules, assigns, and evaluates work performed; ensures the scheduling of work completion with a minimum of downtime and within time standards.
- Manages purchases of tools, parts, equipment, and supplies through approved City processes for efficient and effective repair operations.
- Continuously monitors contracts and expenses and stays within an established annual budget. Monitors and leads cost recovery operations through cost recovery programs.
- Works with parts staff to ensure adequate inventories and suppliers for efficient parts operations, minimal and accurate inventory counts and customers are billed correctly for parts used. Provides cost and inventory statistics and data for budget use.
- Manages work order process from initiation to completion. Ensures work orders have correct labor charges, parts postings, and time and date features used correctly for tracking fleet availability and costs.
- Maintains labor records, equipment, materials, supplies and parts used and their cost for budget input.
- Assigns certain vehicles and equipment to outside vendors for repair. Monitors and documents the performance of outside vendors, ensures accurate and competitive services from vendors including warranty and recalls.
- Evaluates vehicle condition and makes recommendations for retention, repair and or retirement.
- Conducts safety workshops with subordinate staff; ensures staff members are properly trained and conduct facility hazardous material and waste functions in compliance with local and state regulations; ensures compliance with safety standards, and regulations in installation, modification, and repair work and in employee work sites.
- With the direction of the Fleet Manager will oversee the build of City Fleet assets including Marked Patrol Fleet for the San Jose Police Department, Fire Apparatus, custom builds for all other City Departments.
Minimum Qualifications Equipment Maintenance Supervisor I: Education and Experience: Completion of high school, General Educational Development (G.E.D.) Certificate, or California Proficiency Certificate AND four (4) years of experience in journey-level automotive and heavy equipment repair, machining, or metalworking.
Acceptable SubstitutionCompletion of an Associate or Bachelor's degree from an accredited college or university may substitute for two (2) of the four (4) years of experience in journey-level automotive and heavy equipment repair, machining, or metalworking.
Required Licensing (such as driver’s license, certifications, etc.)Possess and maintain a valid State of California driver's license.
Equipment Maintenance Supervisor II: Education and Experience: Completion of high school, General Educational Development (G.E.D.) Certificate, or California Proficiency Certificate AND four (4) years experience in journey-level automotive and heavy equipment repair, machining, or metalworking, including at least one (1) year of experience as an Equipment Maintenance Supervisor I.
Acceptable SubstitutionCompletion of an Associate’s or Bachelor’s degree from an accredited college or university may substitute for two (2) of the four (4) years of experience in journey-level automotive and heavy equipment repair, machining, or metalworking.
Required Licensing (such as driver’s license, certifications, etc.) - Possess and maintain one of the following certifications: NAFA Fleet Management Association Maintenance Management Certification, OR NAFA Fleet Management Association Certified Automotive Fleet Manager, OR American Public Works Association (APWA) Certified Public Fleet Professional.
Form 700 requirement- This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
Desirable Qualifications- Completion of a California Apprentice Equipment Mechanic Program or equivalent program acceptable to the City.
