    This entry level class will formally train and give instruction in Departmental procedures for processing real property transfers; examining real property conveyances, and other documents and records to identify property and assessee; and to identify when change in ownership requires reappraisal. As the training class progresses, work will become progressively responsible in nature in order to gain thorough knowledge of coding procedures as well as proficiency in reading and interpreting legal descriptions of real property. Participants in this class are required to complete the Department's established Ownership Services Coding Class prior to completion of the one-year probationary period.

    Our one-year training will begin at the Kenneth Hahn Hall of Administration, 500 W. Temple Street, Ownership Services Division, Los Angeles, CA 90012 located adjacent to Grand Park. Take advantage of the many benefits that come with working at the Civic Center area, including:

    Essential Job Functions

    • Reads and interprets legal descriptions of real property as contained in a variety of deeds and other documents and compares with cadastral maps to identify the location of the property and the Assessor's parcel number.
    • Verifies that grantors' names, as given on conveyances, agree with Assessor's records, and enters grantees names in appropriate records in accordance with established procedures and guidelines.
    • Traces routine chains of title to determine ownership of property.
    • Reviews documents to determine methods of ownership and conveyance and percentages of reappraisal as required under applicable sections of California State law; enters appropriate codes and other necessary information on documents in accordance with established guidelines and procedures.
    • Resolves conflicting information and discrepancies regarding property ownership and location, boundaries, tax bills, reappraisal status, and other matters, by searching departmental records and contacting other units in the department.
    • Contacts other departments, taxpayers, attorneys, and public and private agencies.
    • Recognizes and refers the more difficult problems to the supervisor or designated employee.
    • Reviews documents, records, and various forms to ensure the accuracy and completeness of such information as grantor and grantee names, mailing or situs address, document numbers, recording date, and map book, page, and parcel numbers.
    • Ensures compliance with legal requirements, departmental procedures, and other provisions.
    • Determines appropriate tax area codes of various revenue districts and assigns to applicable records.
    • Answers questions and give information to the public concerning such matters as property ownership and location, reappraisal status, tax bills, and the preparation and filing of various forms and applications.
    • Maintains control of legal ownership documents and keeps records as necessary.

    Requirements

    REQUIREMENTS TO QUALIFY

    OPTION I: One (1) year of specialized service experience at the level of Los Angeles County's class of Intermediate Clerk* answering questions and giving information to the public.

    -OR-

    OPTION II: One (1) year of specialized office technical experience** involving title searching, escrow procedures, or the review and processing of documents relating to real property.

    -OR-

    OPTION III: Completion of sixty (60) semester or ninety (90) quarter units from an accredited college***.

    SPECIAL REQUIREMENT INFORMATION
    *In the County of Los Angeles, experience at the level of a Intermediate Clerk is defined as performing specialized clerical duties requiring a working knowledge of specialized subject matter and the specialized clerical functions involved. You may still qualify even if your job title isn’t exactly the same as the Intermediate Clerk. What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

    **Specialized office technical experience is defined as experience in a defined subject matter area with continuing responsibility for projects, questions, or problems that arise within an area of a program or functional specialty. This experience requires knowledge of rules, regulations, and other guidelines relating to completing assignments in the specific program area assigned.

    PHYSICAL CLASS II

    Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Candidates who meet the requirements and achieve a passing score of 70% or higher on the examination will be placed on the eligible list.

    EXAM REVIEW
    Some exam components are not subject to review by candidates. Multiple-choice and/or simulation assessments are not reviewable by candidates per Civil Service Rule 7.19.

    TRANSFER OF EXAMINATION COMPONENT

    If you have recently taken identical components for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.

    ELIGIBILITY AND VACANCY INFORMATION

    Qualified applicants who passed the assessment are placed on an eligible list in the order of their score group for a period of twelve (12) months. We will use this eligible list to fill vacancies throughout the Office of the Assessor as they occur.

    JOB APPOINTMENT INFORMATION

    As a condition of employment, appointees must successfully complete the Ownership Services Technician Trainee Program (OSTTP), which consists of participating in a multi-course study and on-the-job training. The duration of probation and the OSTTP is twelve (12) months. Failure to pass probation will result in termination or release.
