    Introduction

    YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY FOR THIS RECRUITMENT.

    THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by the last day of filing. A regular appointment DOES NOT include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

    DESCRIPTION

    THE AGENCY

    Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton, Livermore, Dublin and the Dougherty Valley area of San Ramon, and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agency’s administrative offices are located in Livermore, CA, the easternmost city of Alameda County, which is bordered by Contra Costa County to the north and San Joaquin County to the east. Livermore, California’s oldest wine region, is known for the science and technology of its national laboratories, a historic downtown area, and the surrounding farmlands and ranches that mirror the Valley’s western heritage.

    THE POSITION
    Under general direction, plans, organizes and manages the operation of Zone 7's water treatment plants, well field and associated distribution system facilities; coordinates division activities with other Zone 7 divisions, and performs related duties as required.

    This class has full management authority and responsibility for the overall operations of the water supply system. The incumbent works closely with other management staff, regulatory agencies, and other water agencies and organizations, to ensure a continuous supply of high-quality water.

    MINIMUM QUALIFICATIONS

    TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I-II) AND POSSESS A VALID GRADE 5 (T-5) CERTIFICATE.

    EITHER I

    The equivalent of four years' full-time experience in the class of Water Facilities Supervisor, Zone 7.

    OR II

    The equivalent of four years full-time supervisory experience in water treatment or distribution systems.

    Certificate: Possession of a valid Grade 5 Treatment (T-5) certification issued by the State of California Department of Public Health.

    Possession of a valid Grade 4 Distribution (D-4) Certificate issued by the California Department of Health within 2 years of appointment to the class of Water Systems Manager.

    License: Possession of a valid California Driver's License.

    NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of:
    • Principles and practices of management and administration, including planning, scheduling, supervision, training, and budget preparation and control.
    • Water treatment and distribution principles, practices, methods, equipment, and maintenance requirements.
    • Applicable laws, regulations, codes and policies.
    • Operation of water treatment plant and distribution system equipment and facilities.
    • Principles and practices associated with the operation of water treatment, transmission, SCADA and distribution systems; the review of facility designs, plans and specifications for operational soundness; and capital construction project management.
    • Mechanical, electrical and hydraulic principles.
    • Safety rules, regulations and work practices, particularly in reference to hazardous chemicals.

    Ability to:
    • Plan, assign, supervise, review, train and evaluate the work of subordinate supervisors and staff.
    • Direct the training and evaluation of staff.
    • Manage budget, personnel and related administrative matters.
    • Direct treatment plant and distribution systems operations activities.
    • Develop, implement, interpret and ensure compliance with policies and procedures.
    • Analyze operational problems, exercise sound judgment, and develop and implement effective solutions.
    • Read, interpret and apply data and technical information.
    • Prepare clear and complete records, reports and correspondence.
    • Establish and maintain effective working relationships with those contracted in the course of work.
    • Advise, counsel and promote performance of employees to enable the department to accomplish its goals, and allow individuals to grow and plan for the future of the agency.

    Other Requirements:

    Requires willingness and ability to:
    • Work outdoors in a variety of weather conditions.
    • Respond to evening, weekend and holiday calls for assistance.
    • Work with and around hazardous chemicals.
    • Wear respiratory protection equipment.

    Requires sufficient physical strength and agility to inspect equipment operation and maintenance, and to respond to emergency situations.

    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    • A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
    • An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may be administered virtually and may contain situational exercises.


    Candidates must attain a qualifying rating on each portion of this recruitment.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars."
