    The award-winning San José Public Library (SJPL) consists of more than 600 employees, a 2 3 % bilingual workforce, and has 24 branch libraries across San José, in addition to the Dr. Martin Luther King, Jr. Library, which is the city’s main library jointly operated through a unique partnership with San José State University. SJPL serves a diverse community of roughly one-million residents and currently has nearly 700,000 library members. It annually attracts over 6 million visitors (pre-pandemic) and circulates more than 8 million items per year.

    Position Duties

    The Library Department is recruiting for a Senior Analyst to oversee the Department’s Finance and Business Services Unit and serve as the lead in the oversight of the Library’s fiscal and accounting activities. The Senior Analyst reports directly to the Administrative Officer and provides supervision to a team of five staff within in the Finance and Business Services Unit.

    The Senior Analyst position is instrumental in supporting the Library Department in development of the annual Operating Budget and Capital Improvement Program, oversight of contracts and grants, as well as ongoing monitoring of expenditures and revenues. This position also conducts detailed analysis of expenditure and activity trends, providing high level oversight of department personal (salaries) and non-personal (non-salary) appropriations/funds, revenue generating activities, and is responsible for the preparation of monthly and annual expenditure reports.

    • Plans and manages the development and oversight of an approximate $70.8 million department operating budget, and a $56.5 million capital budget.
    • Establishes the priority level of different tasks related to the tracking and development of operating and capital budgets to ensure consistent service delivery, protection of Library’s financial assets, and appropriate use of library bond and library parcel tax funds.
    • Leads the preparation and ongoing management of Capital funds Source and Use statements along with monthly monitoring of capital expenses in coordination with unit managers and Library administration
    • Coordinates and supports budget proposal development and related items with the Administrative Officer, Library Executive Leadership Team and Library Managers, Library stakeholders, City Manager’s Budget Office, other City departments, as well as external vendors and governmental agencies.
    • Develops and manages annual and ad-hoc Department wide, unit specific, and other various budget trainings.
    • Evaluates and makes recommendations for improved departmental processes, operations, and systems. Implements annual department work plan goals, objectives and guidelines utilizing resources effectively to improve efficiency and effectiveness.
    • Provides direct supervision to the Financial & Business Services Unit consisting of two Analysts (direct reports) and a fiscal team composed of an Accounting Technician and two Senior Account Clerks responsible for accounts payable, accounts receivable, and payroll/time keeping.
    • Presents reports, recommendations, and information to the Library Executive Leadership Team and other units within the department, as well as other City and external stakeholders.
    • Assists with the development of Council memos related to budget, finance, grant administration, and ensures accuracy and accountability in budget management.


    This position engages with and supports multiple department units in the Library Department. The successful candidate will need to have strong analytical, management, organizational, and communication skills (written and verbal), the ability to handle multiple assignments and work well under the pressure of the budget process. Excellent communication and interpersonal skills, critical thinking ability, significant capital and operating budget experience as well as data analysis experience are ideal.

    Annual Salary Range for this Senior Analyst classification is: $118,460- $144,319. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

    A Bachelor’s Degree from an accredited college or university and four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.

    Acceptable Substitution

    One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.

    Required Licensing (such as driver’s license, certifications, etc.)
    • Possession of a valid State of California driver's license may be required for some assignments.
