CHILD SUPPORT SERVICES Child Support Services (CSS) is an award-winning, forward-thinking agency of over 312 professionals, dedicated to helping parents financially support their children. The core mission is assisting parents in establishing paternity, establishing financial and medical child support orders, and facilitating the payment of that support through various means, including court action. Under the direction of the Department Director, CSS delivers human services to the community based on a balanced approach emphasizing customers, staff, business efficiencies, and performance. CSS also works in close partnership with the Orange County Superior Court, California Department of Child Support Services, and other local child support agencies throughout California.

THE OPPORTUNITY CSS has an opening for a Business Services Manager, Senior in the Administrative Services Division of the Department.
The key job duties for the Business Services Manager, Senior include, but are not limited to the following:
- Manages the development and administration of the annual County and State budget, Strategic Financial Plan, Quarterly Budget Augmentation requests, Available Financing Report, and budget variance explanations.
- Oversees accounting activities, such as payroll, accounts payable, and employee reimbursement processes.
- Oversees the state claim process to ensure compliance with state and federal regulations.
- Oversees the development of Agenda Staff Reports (ASR), including recommendations to the Board of Supervisors, Plans of Cooperation, and Memorandums of Understanding.
- Evaluates internal controls to identify gaps and/or risks to mitigate impacts to the department.
- Coordinates and responds to County and State audit processes and makes recommendations for corrective action plans.
- Oversees procurement and vendor management activities, including the oversight of contract development, working collaboratively with the County Procurement Office.
- Oversees the life cycle of County and State assets to ensure effective management and accurate recording of acquisitions and disposals in compliance with County, state, and federal regulations.
- Prepares financial analyses (e.g., financial trends, historical expenditure/revenue analysis, multi-year budget scenarios) to support resource allocation, fiscal decision-making, long-term planning, and exploration of additional funding opportunities while minimizing impacts to future funding.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will possess a minimum five (5) years of professional experience directly related to the competencies and attributes listed below and at least two (2) years of direct supervisory experience.
Professional & Technical Expertise- Proven ability to lead and manage business services programs across multiple functional areas, including:
- Accounting, finance, and budgeting
- Procurement and contract/grant management
- Project management and process improvement
- Technology implementation and data analysis
- Records management
- Strong understanding of federal, state, and local laws, codes, and regulations applicable to government programs
- Skilled in quality assurance, compliance monitoring, and audit readiness
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook), and ability to quickly adapt to internal systems and software tools

- Demonstrated success in identifying operational challenges and implementing practical, sustainable solutions

Strategic Planning & Operational Execution- Experience in strategic planning including forecasting different budget scenarios to support decision making and alignment with strategic priorities.
- Experience developing and executing business plans, operational strategies, and department-wide initiatives
- Ability to manage competing priorities, allocate resources efficiently, and deliver outcomes on time and within scope
- Familiarity with performance metrics, continuous improvement methods, and strategic alignment of programs
