    MOS Code: None

    Education and Experience : Associate's Degree or higher in Business or Public Administration, Management, or related field, and one (1) year of grant support, project compliance or administrative support experience.

    Licenses and Certificates : Texas Class "C" Driver's License or equivalent from another state.

    General Purpose

    Under general supervision, review, coordinate and analyze regulatory work to ensure compliance with grants, contract and project regulations.

    Typical Duties

    Assist in establishing and maintaining all paperwork and files for grants and contracts. Involves: Review contract documents for specification of legal requirements, federal procurement guidelines and state regulations. Review contract documents for competitive bidding and procurement of services. Review contract documents for contract conditions and specifications including labor, materials, equipment, transportation and all other costs and expenses. Prepare performance reports and other grant reports. Gather, file and review contract; verify appropriate insurance is in effect and on file. Receive and review audit reports and other subrecipient reports. Coordinate, monitor and conduct reviews and verify compliance with grant activities, contracts, and funded projects. Involves: Establish and maintain constant communication with entities that request projects in order to obtain pertinent information necessary for environmental reviews and their impact. Obtain complete and clear project description from the requesting entity. Utilize the project description to determine the appropriate level of environmental review and analysis needed to comply with all Housing and Urban Development (HUD) environmental review requirements. Monitor marketing practices of grant recipient landlords for compliance with affirmative marketing grant stipulations. Investigate complaints of alleged discriminatory procurement practices, wage and salary disputes.

    Investigate contractor qualifications, contract performance and compliance with specifications and federal requirements. Involves: Assist in monitoring contractors and enforce compliance to contract provisions including federal regulations, insurance requirements, submittal requirements, apprenticeship provisions, application for payment, wage rates and other provisions, including minority subcontract participation. Assist in monitoring rental rates for housing built with federal funds for compliance with construction grant agreement. Conduct inspections, payroll verification and job-site interviews to assure compliance with established wage scales. Conduct field visits and investigations on requested activities, if necessary, to determine if additional environmental review elements are impacted, and to determine if additional studies, clearances or documentation will be required to comply with federal regulations. Complete required Federal Compliance Documentation Checklist, which covers applicable Federal laws, regulations and Executive Orders. Develop and implement processes to facilitate environmental review clearance by funding agencies. Submit all required environmental documentation to HUD and to all other federal, state and local agencies/organizations to facilitate environmental clearance of the proposed activity. Conduct follow-up investigations as necessary. Provide technical information and assistance to internal and external customers.

    Conduct site visits and provide technical support, information and guidance on grants, contract and/or projects for compliance. Involves: Perform on-site monitoring. Discuss program performance, inspect facility, review records and check for contract compliance. Interview workers at job sites to verify job classification and wages. Conduct follow-up on findings and concerns. Review and process agency billing. Recommend appropriate corrective action. Schedule and attend pre-bid conference. Respond to requests for information on pertinent regulations, policies and related matters. Advise management and contractors on contract compliance regulations. Prepare periodic reports for submission to state and federal funding agencies on finances, environmental protection compliance or another designated category. Recommend changes to policies in compliance with changes in laws and regulations.
