    The Position

    Bargaining Unit: Local 21 - Supervisory Management

    Supervising Accountants provide advanced professional accounting expertise and day-to-day leadership for assigned programs such as general ledger, grants and special revenue, budget development and monitoring, property tax/apportionment, and financial reporting. You will interpret evolving standards (GAAP/GASB), improve workflows, and partner with department leaders and the Auditor-Controller to ensure timely, accurate, and transparent stewardship of public funds.

    About the Department of Conservation and Development:
    The Department of Conservation and Development (DCD) is headed by a Director, and within DCD there are five (5) divisions under a Deputy Director or Assistant Deputy Director: 1) Current Planning; 2) Policy Planning; 3) Building Inspection Services; 4) Business and Information Services; and 5) Housing and Community Improvement. DCD’s main office is located in Martinez. DCD has a total staffing of approximately 175 positions serving the entire County of Contra Costa.

    We are seeking to fill one (1) Supervising Accountant role within DCD. In this role, you’ll support programs that promote safe buildings, equitable housing, and sustainable communities across the county.

    We are looking for someone who is:
    • Collaborative - coordinates with the Auditor-Controller’s Office, Purchasing, and program staff to align priorities, resolve issues quickly, and keep workflows moving across departments.
    • Results-oriented -manages concurrent closings, audits, apportionments, and reporting deadlines where late or incomplete work impacts services and compliance.
    • Solutions-focused - modernizes processes and implements practical improvements to improve efficiency and accuracy.
    • Technology-proficient - leverages county systems and drive continuous process improvement.
    • A strong leader - leads a team responsible for daily operations; provides coaching, workload management, and performance feedback to sustain quality and meet deadlines.
    What you will typically be responsible for:
    • Leading accounting operations for the department and set clear priorities.
    • Supervising and developing the accounting team through coaching, feedback, and quality review.
    • Overseeing the preparation of a wide variety of journals, transfer of funds and other financial documents.
    • Producing a variety of reports and performing complex financial, statistical, budgetary, tax, accounting analyses.
    • Ensuring timely processing of the Accounts Payable and Accounts Receivable transactions.
    • Performing reconciliations of benefit-related accounts and resolve variances promptly.
    • Evaluating and redesigning processes to boost efficiency, controls, and service quality.

    The eligible list resulting from this recruitment may be used to fill other County-wide vacancies as they occur and shall remain in effect for up to six (6) months.

    Minimum Qualifications

    Education: Either possession of a Bachelor's degree from an accredited college or university in business administration, finance, accounting, or a closely related field. Coursework must have included at least 12 semester or 18 quarter units of accounting; or possession of a Certified Public Accountant Certificate.

    Experience: Three (3) years of full-time (or the equivalent of full-time) professional accounting experience.

    Substitution for Education: One (1) year of full-time or its equivalent experience as an Accountant III with Contra Costa County may be substituted for the required Bachelor's degree. One (1) additional year of full-time or its equivalent experience may be substituted for the academic major. No substitution is allowed for the required semester or quarter units of accounting.

    Desirable Qualifications:
    • Accounting experience in local government
    • Advanced Excel skills (e.g. data validation functions, pivot tables)
    • Experience in Contract Administration


    Selection Process

    2. Online Multiple-Choice Assessment: An online, multiple-choice assessment will be administered to all accepted candidates. This assessment will measure but is not limited to the following competencies: Critical Thinking, Mathematical Facility, Adaptability, Displaying Ownership and Accountability, Professional Integrity and Ethics, and Building and Maintaining Relationships . The assessment will be administered remotely using a computer. You will need access to a reliable internet connection to take the assessment. It is not recommended to take the assessment using a cell phone. Tentatively scheduled: November 2025. (Weighted 100%)
