Job Description Location: Central Office, 123 Robert S. Kerr
Salary: up to $83,600.00, based on education and experience
Full Time /Part Time: Full Time
Work Schedule: Monday to Friday
Primary Hours: 8am to 5pm
Position Description: The Population Health Epidemiologist is responsible for acting as subject matter expert on population level and health surveillance data. This position acts as a liaison and advisor to both internal and external partners, tribal partners, regional districts, community organizations and county health departments on the analysis, evaluation, reporting, and utilization of available health data especially to support grant development and reporting. This position represents OSDH at various meetings and promotes the use of data to inform decision making.
Position Responsibilities/Essential Functions: - Possess strong knowledge of public health systems and data frameworks and effectively utilize health data to support grant development and reporting.
- Provide subject matter expertise in population level and health surveillance data and advise on its application for program evaluation and outcomes reporting.
- Conduct and/or assist with strategic planning; developing and implementing program and policy plans to achieve various short- and long-term goals; and evaluation projects to identify successes, barriers, and outcomes.
- Provide epidemiologic support, data management and evaluation related to population health data.
- Oversee and direct the compiling, statistical analysis, interpretation and reporting of community health surveillance data.
- Advise analysts/epidemiologists, local partners, tribal partners, regional districts, community organizations and county health departments on the analysis and utilization of available health data.
- Conduct or direct special data analyses in response to data requests and special studies.
- Prepare written reports, scientific articles, educational materials, presentations and summaries of survey projects, with graphics such as graphs, charts and statistical tables.
- Develop and implement analytic techniques to answer questions from leadership and stakeholders/partners.
- Assist with the planning for CHS Analytic and Dissemination division.
- Serve on various OSDH committees, councils and workgroups.
- Being present at the office is an essential function of the job.

Minimum Qualifications: Education and experience requirements consist of a master’s degree in biostatistics or epidemiology and at least three years of related work experience; or a doctorate in biostatistics or epidemiology and one year of related work experience.

Valued Knowledge, Skills and Abilities Knowledge of principles and practices of epidemiology and research methods, inferential statistics, data collection and analytics, scientific and grant writing, and program evaluation; of medical terminology; of social and economic conditions; of data security and confidentiality standards; and of quality assurance and performance improvement methods is required. Ability is required to conduct public health surveillance; to plan and organize programmatic research; to analyze and interpret various health-related data sets; to monitor and evaluate program performance; to establish and maintain effective working relationships with others; to communicate statistical results effectively, both orally and in writing, in technical and non-technical settings; and to serve as a technical advisor and mentor.
Demonstrated ability to apply critical thinking skills to solve problems and accomplish tasks; strong leadership skills; exceptional project management, organizational, and time management skills; outstanding attention to detail; and excellent oral and written communication skills are also required. Strong computer, public speaking, writing, and project planning skills and experience are essential
Physical Demands and Work Environment: This position is set in an office environment and computer based. While performing the duties of the job, employees are frequently required to stand, walk, lift, and reach. Applicants must be willing to perform all job-related travel associated with this position. Being present at the office is an essential function of the job.
