    ABOUT THE POSITION

    The Clark County Human Resources Department is seeking qualified candidates to apply for the Principal Human Resources Analyst (Employee/Labor Relations) position. As a member of our team, you will provide direction and oversight over a team of employee and labor relations professionals, advise on a variety of workplace matters involving all levels of employees, confer with management to assess needs of our client departments and help with providing appropriate training, be an effective partner with various unions, and more. The ideal candidate will have experience leading others, solving complex workplace issues, and working with multiple unions under different collective bargaining agreements. The candidate will be a part of the Employee and Labor Relations team and report to the Employee and Labor Relations Manager.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources. Human Resources reserves the right to call only the most qualified applicants to the selection process.

    MINIMUM REQUIREMENTS

    Education and Experience:

    Bachelor's Degree in Human Resources, Business, Public Administration, Social Sciences or related field AND six (6) years of full-time professional experience in human resources with major emphasis on functional area related to specific job assignment (i.e., employee/labor relations, employee/organizational development, recruitment/selection or classification/compensation). Associate's Degree (OR 60 credits) in above related fields AND eight (8) years of full-time professional experience in above functional areas of human resources may be considered. Additional college level education may be substituted for the experience on a year-for-year basis up to two (2) years. Experience in a public agency setting is desirable.

    Working Conditions: May attend meetings or administer examinations outside of normal working hours. May include outdoor events in inclement weather.

    License and Certification: Specified positions may require possession of a valid Class C Nevada Driver's License at time of appointment.

    Background Investigation: Employment is contingent upon successful completion of a background investigation.

    EXAMPLES OF DUTIES

    • Provides and oversees the provision of personnel services for multiple functional areas of Human Resources; coordinates the delivery of services and serves as liaison with the County departments.
    • Plans, directs, reviews and evaluates the work of assigned support staff; instructs staff in work procedures.
    • Develops long- and short-range goals and objectives for the department and recommends means of achieving them; recommends policy and procedural changes to ensure the effective delivery of services and compliance with applicable laws, rules and regulations.
    • Confers with management of the assigned department to assess needs, solve problems, explain services and interpret policies, procedures, laws and regulations.
    • Performs job analyses to support recruitment activities; designs and implements recruitment programs to obtain qualified candidates; prepares job announcements, advertisements, and other recruitment materials.
    • Coordinates, designs and administers job-related selection procedures.
    • Assists with and performs a variety of organizational, classification and salary studies; prepares draft descriptions and recommendations for approval. coordinates the department's summer hire program.
    • Assists with the employee relations process by interpreting, applying and explaining rules, regulations and provisions of agreements with employee organizations; monitors and facilitates grievance and dispute resolution processes and attempts to effect equitable solutions. Identifies the need for departmental employee training or development and facilitates the provision of such training.
    • Responds to inquiries from departmental staff; provides information which requires the use of tact, discretion and the interpretation of complex documentation.
    • Conducts special research studies, as assigned; obtains data, evaluates alternatives, makes recommendations for action and prepares written reports of findings.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
    • Represents the department and the County in meetings with representatives of business, professional and community organizations and the public and may provide input into the department's budget process.
    • Prepares reports, correspondence and a variety of written materials; prepares and maintains accurate documentation of activities.
    • Uses standard office equipment, including a computer, in the course of the work.
    • May drive a personal or County motor vehicle in the course of the work.


    PHYSICAL DEMANDS

    Mobility to work in a typical office setting, use standard office equipment, and must be capable of traveling to various locations throughout the County in order to attend meetings and visit various work sites by automobile or other mode of transportation; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
