The PositionThe City of Riverside is accepting applications for the position of
Project Manager to fill one (1) vacancy in the
Homeless Outreach Division of the Housing and Human Services Department
. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The Project Manager, u nder general direction, will develop and implement strategies, policies and programs related to the delivery of homeless programs and services; to work closely with other Divisions, City Departments, and outside agencies to coordinate timely and seamless service delivery of services; to provide professional and technical staff assistance; and to do related work as required.
Work PerformedTypical duties may include, but are not limited to, the following:
- Assist the department Director, General Manager or designee in establishing goals, objectives, priorities, schedules and budgets for individual programs, projects and events.
- Serve as a liaison to local organizations, businesses, developers, real estate brokers, public agencies, property owners, legislative representatives, and the general public to educate, encourage collaboration and promote City programs, projects and activities.
- Make public presentations at City events and other venues to legislative bodies, business organizations, community groups, development associations and other constituents.
- Conduct, evaluate and/or coordinate complex studies, and prepare comprehensive reports and recommendations.
- Establish and maintain electronic database and contract management programs or capital improvement project tracking system(s).
- Coordinate with other departments, utility companies, non-profit organizations and affected parties, and agencies to facilitate timely completion of projects or the review and processing of specific private development projects.
- Facilitate interdepartmental coordination related to the timely completion of projects, programs and activities.
When assigned to the the Housing and Human Services Department:
- Direct, coordinate, monitor and evaluate the daily operations of the Housing and Human Services Development Hulen Campus and Access Center; develop policy related to the Riverside Municipal Code.
- Prepare and administer federal, state, and local grant programs including contract management, budget development/monitoring, applications, audits, and meeting grant reporting requirements.
- Develop and issue Requests for Proposals (RFP) and evaluate qualifications and proposals received in accordance with City policy and coordinate with appropriate City departments and develop recommendations for the award of contracts.
- Network and build coalition with local, regional, state and federal social service providers and surrounding city and county collaborative partners.
- Identify and establish standard operating procedures and policies for the operation of the Access Center, community outreach events, and city outreach standards.
- Maintain Survey 123, GoEnforce, 311 service requests, public records requests, and outreach data including daily operations, reporting, and timely response to requests.
- Develop and present department presentations to community groups, city commissions, committees, and city council.
- Participate in the development of the Housing and Human Services Department work plan; assign work activities, projects and programs; monitor workflow; and review and evaluate work products, methods and procedures.
- Assist in the selection, training, motivation and evaluation personnel; provide or coordinate staff training; conduct performance evaluations; and maintain high standards necessary for the efficient and professional operations of the Housing and Human Services Department.
- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor administration and support systems; identify opportunities for improvement; and implement recommendations.
QualificationsRecruitment Guidelines: Education: Equivalent to a Bachelor's Degree from an accredited four year college or university with major work in public or business administration, urban planning or a closely related field. A Master's Degree or graduate level course work is desirable.
Experience: Four years of professional experience in economic development, redevelopment, housing, marketing, urban planning, real estate development, or related field. A Master's Degree may be substituted for one year of the required experience.
Necessary Special Requirement Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
Highly Desirable Qualification:
- Three (3) years of supervisory experience.
- Experience with City Government, regulations, policies & personnel management.
- Fiscal Management / Understanding of public agency budget principles / Procurement and Purchasing Experience.
- Experience with local social services providers that assist homeless population.

- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
- Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
- Deferred Compensation - The City will contribute the following amounts per month, with a minimum employee contribution of $12.50 per check:
- Management and Professional Units: $150/month
- Senior Management Unit: $175/month
