Procurement Specialist - University Housing

Job Summary

Under the general direction of the Senior Director of Business & Finance for University Housing, the Procurement Specialist serves as a primary contact and is directly responsible for defined procurement, contract support, and related fiscal management responsibilities for University Housing clientele. The incumbent performs the full range of procurement support and account reconciliation responsibilities, including policy research, vendor analysis and selection, processing, and performance metrics. The incumbent also provides operational and fiscal analysis and develops formal reports and recommendations for management, as related to this position.

Department Summary

Cal Poly University Housing (UH) is a department within the division of Administration and Finance that provides a premier living and learning experience for over 9,000 students in residence hall and apartment-style communities. Key Qualifications

• Independently manage, oversee, coordinate, and perform analysis of procurement requests for assigned University Housing clientele; serve as a resource for all routine and complex University Housing procurement requests; serve as the primary liaison of assigned clients.
• Responsible for the procurement of commodities in excess of $1.5 million dollars annually utilizing campus business policies, procedures and protocols (such as: competitive bid process, procurement cards, direct buy disbursements, and/or annual and multi-year service agreements). Provide direct guidance to University Housing clientele in processing Pre-Authorization Purchase Request forms for tangible goods, hospitality and newly planned events.
• Review and track the status of all purchase requisitions and purchase orders, deliveries, direct buy disbursements and payments to ensure accuracy of information within the tracking systems.
• Provide a high level of customer service between the department, outside vendors, and Cal Poly Strategic Business Services and Fiscal Services to ensure policies and procedures are met. Manage and coordinate deliveries with Housing Depot and/or Distribution Services, review packing orders, obtain receiving inspection confirmation, coordinate distribution of orders to appropriate individuals or requesters, and close out orders in applicable software systems.
• Oversee completion of the procure-to-pay cycle and provide guidance to managers and staff related to approved purchases, conduct returns, apply credits, coordinate payment requests, and provide support and interpretation as needed as per current guidelines.

Education and Experience

• Equivalent to a bachelor's degree in a related field and two years of relevant experience or one year as a CSU Procurement Professional I. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.

Salary and Benefits

Anticipated Hiring Range: $64,644 - $81,984 Per Year

Classification Range: $62,136 - $90,516 Per Year

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Anticipated Hiring Range referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Classification Range may be broader than what the University anticipates paying for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
