Job Description:Austin Aviation - Airport Financial Analyst SeniorPurpose:This position coordinates, develops, and prepares accounting and financial activities, statements, reports, grants, budgets, rates and charges, and complex models and analysis for Austin-Bergstrom International Airport (AUS).
Duties, Functions and Responsibilities:- Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops and prepares reports, analyses, and models used in aeronautical and non-aeronautical revenue and economic forecasts and budgets.
- Develops the airport’s operating or Capital Improvements Program (CIP) budget.
- Performs budget analysis by implementing the organization's budget process system; providing guidance and recommendations to management in the development and completion of their budgets; finalizing the organization’s budget; and monitoring the budget by preparing or reviewing current year estimates and budget variance reports, reporting on budget variances, reviewing budget forecasts, and reviewing current and historical budget information and data.
- Prepares complex AUS financial analysis periodic and ad-hoc reports by researching, AUS financial benchmark reporting, compiling, monitoring, and summarizing current and historical financial information and data, reporting on variances and seasonality trends, and compiling financial information from various City and AUS financial systems.
- Develops and prepares, in coordination with the Treasury and the City’s Financial Advisor, airport reports, analyses, and models to analyze debt issuances, bond issuance timing, Official Statement updates, debt service requirements calculations, equity financing ratios, cash reserve requirements, revenue bond debt refunding, rating agency presentations and other debt-related requirements.
- Performs airport debt administration and impact analysis and monitors debt service schedules.
- Assists internal and external AUS stakeholders by providing procedural and financial information and guidance with the various City and AUS financial systems and airport industry-specific software.
- Monitors Federal Aviation Administration (FAA), State, and Federal regulatory processes and provides guidance to the applicable business partners, AUS divisions, and City departments regarding the financial impact of new and proposed legislation, regulations and standards.
- Coordinates, maintains, and prepares AUS grant drawdowns, quarterly and annual FAA reports on grants, and monthly tracking of multiple FAA grants. Ensures grant drawdown support meets FAA requirements.
- Carries out complex projects by researching new accounting standards and related reporting and information requirements, organizing and summarizing research results, and presenting recommendations to AUS management for timely implementation.
- Leads reconciliation of general ledger and bank accounts and resolves account discrepancies by reconciling or reviewing the reconciliation of statements and transactions and investigating documentation; issuing stop payments, payments, or adjustments; and facilitating discrepancy resolutions for other accounting staff members.
- Provides guidance and direction through the review of the airport’s asset, liability, inventory, or capital accounting entries as prepared by AUS and City staff.
- Coordinates the development of AUS’ financial forecast and seasonality trends. Coordinates the preparation of accruals and financial reports to keep management abreast of AUS financial conditions.
- Properly accounts for and safe-guards the airport’s cash and other AUS financial assets.

- Knowledge of airport industry ratemaking and cost of service study methodology.
- Knowledge of debt instruments, cash management, and airport industry financing methods.
- Knowledge of forecasting models; econometric studies, analysis, and forecasting; and estimating methods and techniques.
- Knowledge of cost benefit analysis, feasibility studies, and net present value analysis methods.
- Knowledge of enterprise budgeting, financial planning or accounting.
- Knowledge of research methods, survey techniques, statistical concepts, and report writing.
- Advanced knowledge of financial reporting and the preparation of complex financial statements and reports in conformity with Generally Accepted Accounting Principles (GAAP).
- Skill in classifying complex fiscal data and compiling fund level statements and reports.
- Skill in communicating effectively, orally, and in writing.
- Skill in performing quantitative analysis.
- Skill in researching, implementing, and maintaining compliance with Governmental Accounting Standards Board (GASB) pronouncements.
- Ability to establish and maintain good working relationships with internal and external stakeholders.
Minimum Qualifications:- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Finance, Accounting, or Economics plus five (5) years of experience in a related field.
- Graduation with a Master’s degree from an accredited college or university in Finance, Accounting, Economics, Business or Public Administration or other relevant field may be substituted for two (2)years of experience.
- A five (5) year accounting (MAcy) degree or CPA designation may be substituted for one (1) year of experience.
Licenses and Certifications Required: None.
Preferred Qualifications:- Experience developing financial forecasts and budgets for enterprise or business-like organizations
- Experience preparing financial modeling and financial analysis
- Experience developing and implementing process improvements
- Experience reporting financial results to executive management and organizational stakeholders
- Strong quantitative skills and experience taking raw data and drawing actionable insights.
- Experience with project accounting or construction accounting.
- Advanced level of proficiency in Excel
- Experience utilizing business intelligence applications to create data visualizations and reports
- Experience supervising financial staff
- Experience managing grant programs
- Experience in aviation or airport finance

Salary Range:
$85,120 - $109,400
