    Under general direction of the Director of Laboratory Services, the Assistant Director of Laboratory Services assists in planning technical activities and supervising personnel of the Department of Laboratory Services at Ventura County Medical Center (VCMC) and Santa Paula Hospital (SPH). The Assistant Director of Laboratory Services will be assigning, reviewing, and participating in the work of a group of laboratory personnel; and performing related work as required.

    PAYROLL TITLE: Manager - Laboratory Services

    EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    AGENCY/DEPARTMENT: Health Care Agency - Ventura County Medical Center (VCMC) and Santa Paula Hospital

    Manager - Laboratory Services is a management classification and is not eligible for overtime compensation. The Incumbent in this classification is eligible for benefits at the MB4 level.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies. There is currently one (1) Regular vacancy.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Confers with Director of Laboratory Services on operating practices and procedures;
    • Schedules and coordinates the work of the Blood Bank, Chemistry, Coagulation, Hematology, Microbiology, Pathology, Phlebotomy, Point-of-Care, Specimen Processing, and Urinalysis departments to ensure maximum utilization of personnel to provide adequate coverage in all areas of the laboratory;
    • Assists the Director of Laboratory Services with annual budget, requisition of supplies and equipment, and hiring personnel;
    • Assists the Director of Laboratory Services with instituting new tests and maintaining quality control programs on all tests;
    • Oversees implementation and quality assurance programs in the laboratory;
    • Provides oversight of phlebotomy services and staff;
    • Provides oversight of technical operations and staff;
    • Serves on committees as assigned by the Director of Laboratory Services;
    • Oversees the clinical laboratory in the Director's absence; and
    • Performs other related duties as required.


    Typical Qualifications

    These are typical requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    Education and Experience:
    A combination of education and experience equivalent to:
    • Bachelor's degree from an accredited college or university in bacteriology, microbiology, medical technology, biology, chemistry, or related field AND
    • Four (4) years of experience in a clinical laboratory performing all varieties of chemical, microscopic and bacteriological tests.

    NECESSARY SPECIAL REQUIREMENTS:
    • Must possess and maintain a current valid Clinical Laboratory Scientist license issued by the State of California Department of Public Health.
    • Considerable experience in:
      • Directly supervising staff
      • Managing laboratory operations.
      • Quality assurance experience in a hospital laboratory setting.
    • Must be comfortable and able to present information and speaking in department meetings and other group settings.
    • Proficient in Microsoft Excel, including spreadsheet creation, data analysis, and reporting.

    DESIRED
    • Possession and maintenance of current registration with the American Society for Clinical Pathology and/or equivalent accrediting agency;
    • Possession of a Master's degree in bacteriology, microbiology, medical technology, biology, chemistry, or related field; and,
    • Experience with regulatory agencies and accreditation of laboratory operations, preferably Clinical Laboratory Improvement Amendments (CLIA), College of American Pathologists (CAP), and/or American Association of Blood Banks (AABB).

    Knowledge, Skills, and Abilities:
    Working knowledge of: standard, routine, and special tests and procedures used in hematology, serology, chemistry, blood banking, urinalysis, coagulation, and microbiology; principles and practices of budget, audit, and billing procedures; principles and practices of supervision and management; familiarity with the objectives and techniques utilized in the creation and quality assurance aspects of laboratory testing and operations.

    Skill to: Use Microsoft Excel, including developing spreadsheets, utilizing formulas and functions, performing data analysis, and generating charts and reports to support operational and administrative decision-making.

    Ability to: plan and supervise the work of others, train students, and establish effective relationships with other staff at Ventura County Medical Center and Santa Paula Hospital; to identify problems, analyze complex laboratory and operational issues, and develop effective solutions.

    APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

    TRAINING AND EXPERIENCE EVALUATION - qualifying: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large, candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

    In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation. Examinees must earn a score of seventy percent (70%) or higher to advance in the process.

    ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

    Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

    NOTE: If presently permanently employed in another "merit" or "civil service" public agency/entity in the same or substantively similar position as is advertised, and if appointed to that position by successful performance in a "merit" or "civil service" style examination, then appointment by "Lateral Transfer" may be possible.
