Full-time position available with the Health Department, Deputy Director's Office Division located at 2400 Troost Ave
Salary Range: $4,619-$6,928/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities
The HIPAA Compliance and Outreach Manager will ensure the Department's compliance with all federal and state HIPAA regulations governing the access, use, and protection of Protected Health Information (PHI). This position will report to the HIPAA Security Officer. This position will also oversee the Department's community outreach efforts, coordinate events, and serve as the primary liaison between the Department and its partners.
Duties and Responsibilities
- Conducts HIPAA risk assessments and evaluate existing policies and procedures for compliance.
- Develops, updates, and implements privacy and security policies related to PHI access, use, storage, and transmission.
- Identifies and mitigates privacy and security risks.
- Recommends and oversees corrective actions.
- Maintains required records, documentation, and authorization forms.
- Addresses and resolves privacy complaints.
- Manages individual PHI access and amendment requests.
- Serves as the Department's HIPAA subject matter expert, by staying current on relevant laws and regulations.
- Provides training and compliance updates to staff.
- Coordinates and supports departmental outreach activities and community events.
- Acts as the liaison between the Department and community partners to strengthen engagement and visibility.
- Performs other duties as assigned.
Qualifications
REQUIRES an accredited Bachelor's degree and 3 years of professional experience in business or public sector administration to include at least 2 years performing administrative and/or supervisory work involving more complex projects or programs; OR an equivalent combination of qualifying education and experience with at least 2 years performing administrative and/or supervisory work involving more complex projects or programs. Preference given to those with experience with HIPAA.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
