    The San Bernardino County Department of Behavioral Health (DBH) is recruiting for an Electronic Health Record (EHR) System Manager* who thrives in a highly collaborative environment where teamwork, solutions, and ideas are valued and implemented. DBH is looking for information technology (IT) leaders who can empower and lead staff by utilizing their unique skillsets and strengths to ensure individual, group, and department success.

    The EHR System Manager will oversee a team of IT staff tasked with administering the myAvatar EHR system and coordinating its use within the department. The incumbent will play a pivotal role in meeting requirements related to interoperability initiatives and must be familiar with data management and state reporting, specifically within a healthcare setting.

    Key responsibilities of this position include:
    • Oversee and manage the administration of the EHR system
    • Collaborate with DBH Programs to help shape departmental practice in effective use of the HER
    • Participate in State meetings related to requirements for the EHR and State Reporting to inform compliance efforts
    • Drive customer support efforts, providing top quality service while collecting data to inform departmental leadership on challenges related to practice, training and timeliness
    • Supervise and mentor the EHR support team
    • Work closely with EHR vendor to understand upcoming changes and their impacts as well as to communicate the department’s challenges and demand quality improvements
    • Understand ordinances/policies, State and Federal laws and regulations
    • Advise department personnel on best practices in managing the EHR effectively and securely plan, implement and direct EHR, State Reporting and other projects as assigned
    • Supporting the implementation of interoperability initiatives
    • Facilitate meetings with internal users and external stakeholders related to EHR oversight

    The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

    DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1500 positions and an approximate $800 million-dollar annual budget.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting and medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

    Availability: Incumbents may be required to work overtime, irregular hours (including evenings and weekends) and perform recurring on-call or standby duties as necessary.

    Minimum Requirements

    Qualifying candidates must meet the requirements in ALL of the following categories:

    EXPERIENCE
    REQUIREMENT:

    Three (3) years of full-scope supervisory experience in health-care related data analysis or technology functions, completing system builds, system configurations, informatics, or similar duties for a healthcare organization. At least two (2) of the three (3) years MUST include experience within an electronic health record system.
    EDUCATION
    REQUIREMENT:


    Sixty (60) semester or ninety (90) quarter units of completed college coursework in business/public administration, information management, computer science, or closely related field.

    A list of coursework or copies of transcripts must be submitted with the application, unless applicant possesses a Bachelor's degree or higher in a qualifying area. Unofficial transcripts are acceptable.

    EDUCATION SUBSTITUTION:
    Additional qualifying experience may substitute for units of education. One (1) additional year of qualifying experience may substitute for 30 semester (45 quarter) units of qualifying education.

    Desired Qualifications

    The ideal candidate will have the following experience:
    • Managing, mentoring and developing staff, preferably IT staff
    • Configuring a behavioral health EHR, preferably myAvatar
    • Building customer relations and championing customer service
    • Supporting business applications and data systems
    • Providing oversight to various complex projects and project timelines
    • Developing and monitoring project budgets
    • Participating in Strategic Planning and Process Improvement initiatives
