CHILD SUPPORT SERVICES (CSS)Orange County Child Support Services (CSS) is an award-winning, forward-thinking agency of over 312 professionals, dedicated to helping parents financially support their children. The core mission is assisting parents in establishing paternity, establishing financial and medical child support orders, and facilitating the payment of that support through various means, including court action. Under the direction of the Department Director, CSS delivers human services to the community based on a balanced approach emphasizing Customers, Staff, Business Efficiencies, and Performance. CSS also works in close partnership with the Orange County Superior Court, California Department of Child Support Services, and other local child support agencies throughout California.

THE OPPORTUNITY The department is seeking collaborative, flexible, and enthusiastic incumbents to work with a dedicated team of individuals who are committed to providing exceptional customer service. Incumbents will also have the skills and competencies to work with executives and other CSS staff and possess a strong drive to make a difference. The Staff Specialist position can be utilized in any of the CSS divisions and will have opportunities to rotate throughout the agency. In addition, the successful candidate will also demonstrate the following competencies:
•Demonstrate strong verbal communication by actively participating in and contributing to discussions in meetings
•Effectively lead efforts to support department-wide initiatives
•Demonstrate strong writing skills to prepare written summaries
•Demonstrate a high level of discretion, integrity, and confidentiality
•Demonstrate intermediate to expert proficiency with Microsoft Office Suite
•Demonstrate strong analytical skills by compiling, analyzing, and interpreting statistical data to evaluate business processes and recommend efficiencies
•Demonstrate understanding and recognition of urgent situations and appropriate manner of handling
•Demonstrate initiative, resourcefulness and the ability to conduct research in support of initiatives and projects
•Effectively manage projects including timelines, deliverables, communication plans and briefings
•Confidently represent the Department, at internal meetings or external functions with the community, other County agencies, and, or State related activities
MINIMUM QUALIFICATIONS & CORE COMPETENCIES In addition to the minimum qualifications, the ideal candidate will have knowledge and experience related to the following competencies:

Effective Communication (Verbal and Written) - Write effectively by using correct English grammar, punctuation and spelling, including producing written documentation that is appropriate for the audience
- Effective in communicating information verbally and using appropriate body language
- Ability to prepare and verbally present program support information to various groups
- Confidently represent Supervisor, Manager or CSS at internal organizational meetings and external activities
Analytical | Data Gathering - Knowledge of techniques for gathering, compiling, analyzing and presenting information verbally and in writing
- Ability to evaluate complex data and summarize the evaluation of such data in terms of business process improvements, trends, and/or recommendations

- Ability to use good judgment and decision making when conducting analysis of issues and data to support policy and decision making
- Analytical skills to gather program information, statistics and reports to identify issues and recommendations
