Description:The
Land Appraiser performs complex technical work in appraising vacant and improved land, present worth subdivision discounting, and agricultural properties for tax purposes in the county. Inspect property to determine classification. Review applications and gather information from owners to determine agricultural use, review provided documentation and inspection of the property for actual use. Appraise natural resource properties such as earth and stone product, mineral rights and producing mines. Verify vacant land and agricultural improved sales. Gather and review land characteristics assigned to property for mass appraisal purposes. Provide information to the general public concerning the assessment and appeals processes. Maintain knowledge of market trends, costs, zoning regulations, land uses and other factors affecting values of property. Performs complex calculations of value, applying cost and market approaches to valuation. Create appraisal reports for all levels of appeals.
SCHEDULE:This position operates on our four-day work week and allows for hybrid work, both remote and on-site, depending on business needs and completion of a probationary period.
COMPENSATION: Hiring Range: $37.50 - $38.00 USD Hourly
Compensation will be determined based on education, experience, and skills.

ESSENTIAL DUTIES:- Serve as appraiser for land for residential, commercial and agricultural properties, including subdivisions. Perform all phases of valuation, including property splits, combinations and new plats, and present worth discounting of qualifying plats.
- Prepare and/or review a variety of reports to monitor, analyze and review all land values, land characteristic definition and application, mass appraisal model development and calibration, including appraisal reports.Prepare reports as directed. Ensure completion by specified deadlines and in accordance with established regulations, goals and objectives.
- Knowledge of appraisal procedures and methods, mass appraisal techniques in conjunction with knowledge of building design, construction, materials, cost resources, depreciation methods, county land values, land uses, levels of land finish, and zoning.
- Perform field investigations and complex appraisals of properties and building improvements to establish values for ad valorem taxation. Ensure compliance with current statutory requirements. Inspect property to determine classification. Confer with property owners to gather data pertinent to listing of structures and land property.
- Confer and coordinate with Appraisal Analysts in mass appraisal processes and procedures for reappraisal and special analysis projects. Have a working knowledge of database structure and Multiple Regression Analysis (MRA).
- Answer customer inquiries. Assist customers in an effective manner by phone, in person or through correspondence.Compose and send appropriate correspondence.
- Establish and maintain information records. Retrieve information when requested.Use computerized and other office equipment, software programs, such as Microsoft Excel, Word and GIS (Geographic Information System) and other tools to enter, store and/or retrieve information.
- Appraise natural resource properties such as earth and stone products, mineral rights and producing mines. Mail and review declarations.
- Review, classify and value agricultural properties. Review and inspect properties for validation of ag documentation.
- Confer with taxpayers, accountants and attorneys to explain tax laws and assessment procedures. Process taxpayer appeals. Prepare reports for and testify at hearings, as necessary.
- Other duties and responsibilities as assigned.

Minimum Qualifications: - Bachelor’s degree in business administration/management, real estate or related similar field.
- Three (3) years of appraisal experience, legal description or in a similar field.
- Ad Valorem Appraisal License is required or a higher license such as a Certified Residential or Certified General License.
- Note an equivalent combination of education and experience is acceptable.
Preferred knowledge, skills and abilities: - Four (4) or more years of appraisal experience.

- Problem solving skills.
- Be able to analyze large amounts of data.
