SummarySupervises and performs Animal Services and Code Compliance field operations including enforcing compliance with applicable laws, ordinances and regulations governing the restraint, licensing, vaccination, impoundment, care and quarantine of animals. Oversees the issuance of citations for violations of animal Services and code regulations. Facilitating engagement between residents, neighborhood organizations and city staff; providing programs and services to neighborhood organizations and residents; developing solutions to complex neighborhood-based issues and concerns and coordinating the investment of city, state, and federal resources to neighborhoods and residents.
Essential Duties and ResponsibilitiesSupervises Animal Services and Codes Compliance Officers, specific tasks include but are not
limited to:
- Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and implements adjustments.
- Ensure compliance with federal, state and local contracts and program requirements and coordinates department’s understanding and implementation of existing and new state and federal legislation related to programs and funding.
- Continuously monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned programs, service delivery methods, and procedures toward the continuous improvement of city services.
- Leads the implementation of technology and software programs that provide programs and services to residents; trains staff to use software and technology to ensure full implementation.
- Conducts community information meetings, seminars, and in-house training on neighborhood programs and issues and oversees Neighborhood Services special events i.e. Trash-Off, Adoption Events, TCAP etc.
- Oversees and ensures that all behaviors comply with the Code of Conduct and Rules of Behavior outlined in Chapter 7 of the Lancaster Policy & Procedures Manual.
- Leads the Code Compliance department that performs a variety of code compliance inspections including residential, commercial and industrial property. Drive to and from destinations as assigned by Supervisor.
- Leads the Code Compliance department that Inspect and survey public and private property for nuisances, sewage, trash, debris or related unsanitary conditions; use the computer to access data on citizens for notices, contracts and citations; prepare correspondence outlining code regulations and violations.
- Oversees the process of property liens and the main contact for lien removal.
- Maintains professional and technical knowledge by attending educational workshops and reviewing professional publications.
- Performs annual performance reviews of staff.
- Preparing weekly/monthly/bi-annual work schedules; approving leave requests and maintaining time records.
- Identifying, arranging for and providing job related training for staff on an on-going basis.
- Ensuring all staff adhere to policies and procedures for providing efficient, safe and respectful services in accordance with all applicable laws and regulations.
- Monitors calls for service and travels to property to ensure staff is handling calls appropriately and courteously.
- Oversees and responds to public inquiries regarding allegations of animal and or codes violations.
- Investigates allegations of animal cruelty or suspected animal hoarding and refers to appropriate agency.
- Investigates environmental code violations, prepares written reports and findings of facts for case preparation in criminal matters.
- Prepares formal complaints and charges for criminal court actions against violators of City ordinances pertaining to animals and codes.
- Coordinating with or working with law enforcement and the district attorney’s office in investigation and prosecution of violations of state statute.
- Testifies at judicial proceedings as necessary.
- Uses available techniques and equipment to provide for the safe handling of animals.
- Receives and investigates allegations of animal bites and environmental codes violations;
- Creates written reports for court proceedings as necessary.
- Issues warnings and citations to animal and property owners for violations of animal and codes of ordinances and International code impacting property maintenance.
- Works cooperatively with other agencies in responding to calls.
- Oversees transports of animals to the impound facility and required paperwork to ensure accurate accountability of all animals impounded.
- Ensure defensive driving tactics are taught to staff to minimize injury when capturing animals.
- Performing routine vehicle inspections.
- Must enforce applicable laws and ordinances concerning the care, restraint, and disposition of animals and basic treatment and diseases of various animals.
- Performs other related duties as required.
Education and/or ExperienceHigh School Diploma or equivalent.
Associates degree with an emphasis in criminal justice.
Five (5) years’ experience in a position requiring enforcement of laws, regulations, and/or statues. Two (2) years of which must have been in a supervisory position.
Or a combination of experience and education considered.
Certificates, Licenses, RegistrationsValid Class C Driver’s License.
Must have one of the following certifications with a requirement to become fully certified in all areas of oversight within one year of employment.
- Current certification as a Basic Animal Control Officer through the Texas Department of Health required.
- Current Euthanasia certification from an accredited training agency within six (6) months of employment.
- Current Code Compliance certification from the Texas Department of License and Regulations (TDLR).
