ABOUT THE POSITIONThere are currently two (2) vacancies for an
Advanced Systems Engineer (ASE), in theInformation, Services and Technology (IST) Department they are located in the Business Solutions Delivery (BSD) Division of IST.
The following assignments are available:
Land Team As a Land Team Advanced Systems Engineer, you’ll play a vital role in supporting web applications and third-party vendor solutions that drive permitting and licensing operations across the Community Development Agency (CDA), including Building and Safety, Planning, Code Enforcement, and Environmental Health.
These mission-critical platforms support a wide range of activities, from permitting and enforcement to billing and customer service. Core features include online payments, inspection scheduling, status tracking, and access to permit history through a robust self-service portal—empowering citizens to manage their applications independently and efficiently.
Justice Team This position supports our Justice partners and systems, including Marin County Sheriff’s office, Superior Court of California for Marin, the District Attorney’s office, the Probation Department, and the Public Defender.
As a Justice Team Advanced Systems Engineer, you will perform a wide variety of duties related tobusiness solutions utilizing both in-house developed and third-party vendor software. Advanced Systems Engineersshould demonstrate good decision making, planning skills and technical abilities, as well as strong communication skills with both technical and non-technical application users.
For either position a strong preference will be given to candidates who are familiar with Criminal Justice or online payments, inspection scheduling applications, operations, and technology needs.
Both positions will work as part of a collaborative team that partners closely with department staff to address immediate challenges and long-term system needs, ensuring technology solutions stay aligned with operational goals.
In the ASE role, you’ll work closely with subject matter experts to:
- Analyze business needs and define system requirements
- Design and develop new applications and system enhancements
- Integrate third-party vendor solutions
- Provide ongoing support and improvements to existing systems
ABOUT YOUOur Highly Qualified Candidates are experienced and solution-oriented technical professionals with a strong background in application development, systems integration, and business analysis. They have strong technical expertise in tools such as SQL, Web APIs, SSRS, GitHub, and JotForm.
These candidates excel at translating complex business requirements into effective, user-friendly applications. They can proficiently draft technical specifications, develop and test software, and maintain clear, comprehensive documentation. They can successfully analyze business processes in order to recommend practical, scalable solutions and deliver impactful results across County departments.
Beyond technical capabilities, the candidate demonstrates the leadership and initiative needed for the Advanced level position. They can manage their priorities and deadlines, coordinate with subject matter experts, and foster strong customer and vendor relationships. They navigate organizational priorities and stakeholder interests with organizational awareness and sound judgment, balancing competing needs while ensuring project success.
Strong communication and collaboration skills enable this engineer to work effectively with both internal IST teams and external agency partners. They are also experienced in leading upgrades, managing implementations, and resolving complex issues, staying ahead of technological trends to ensure the long-term reliability and efficiency of systems under their oversight.
QUALIFICATIONS:Knowledge of: - Application analysis, design, programming, testing, and debugging.
- Computer hardware platforms, operating systems, and middleware systems.
- Database design, management, and recovery; and data access.
- Principles and techniques of application and systems analysis and design.
- Evaluating and selecting software and working effectively with vendors to integrate solutions.
- Analyzing and resolving complex problems, including applications, and software integrations.
- Working effectively with clients, peers, and support teams to define business requirements, provide support for software and applications, and ensure that tasks are completed accurately and in a timely manner.
- Ability to develop REST APIs in C#, Develop SQL objects including stored procedures, views, tables, other user-Defined Functions
- Ability to design, develop, and deploy web APIs and MVC web applications
- Communicate effectively with both technical and non-technical clients or stakeholders.
Familiarity with: - Records management and documentation principles and standards.
- Information and Communication Technology (ICT) Accessibility.
- Information Security Principles.
- Business processes, operating practices, and the organizational structure of a public-sector agency.
- Database design, management, and recovery; and data access.
- Application architecture and associated communication protocols
Ability to:- Analyze and resolve application, software, and system integration issues.
- Design, develop, test, and implement applications using programming languages, databases, middleware, and web services.
- Evaluate, select, and integrate software solutions in collaboration with vendors and internal teams.
- Develop and document system designs that meet defined business and technical requirements.
- Research, recommend, and implement technology solutions that improve efficiency, functionality, and user experience.
- Collaborate and communicate effectively with clients, peers, and support teams to ensure timely, high-quality results.
MINIMUM QUALIFICATIONS: Any four-year combination of professional experience, certification, and/or relevant coursework that demonstrates the necessary knowledge and abilities. Examples include:
- Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience.
- A completed certification program relevant to the assignment and knowledge and abilities necessary of the role.
- A training program with evidence of completion providing the knowledge and abilities necessary of the role.
- An internship and/or apprenticeship providing the required knowledge and abilities of the role.
- Relevant professional experience demonstrating knowledge and abilities necessary of the role.

Hybrid schedule:The IST Department has embraced a
hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities and/or for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
