POSITION SUMMARYThe employee in this position manages the accounting and financial reporting division in the Finance Department, which includes accounts payable, payroll and central accounting.
This is a Non-Classified "at-will" position and not subject to Civil Service Rules or any collective bargaining agreement. This job classification is in Management Category I for benefits purposes, which includes Ten (10) additional management vacation days per calendar year and a monthly vehicle allowance of $390.00. - Supervises the work of assigned personnel; delegates and reviews assignments
- Interviews candidates for employment and recommends in the interest of the City, that eligible applicants hired and that employees be transferred, promoted, reassigned, disciplined or terminated; participates in the administration of collective bargaining agreements and in the adjustment of grievances
- Manages the daily activities of the Payroll, Accounts Payable and Central Accounting divisions
- Manages the City's general and subsidiary accounting ledgers and systems, monthly and annual closings, trial balances, property/inventory control, budget control, project accounting, grant financial management, and financial reporting
- Recommends for hire, supervises, trains and develops staff through review of performance data, conferences, training, and counseling.
- Prepares annual budget estimate revenues and expenditures; analyzes division staffing and operating needs; monitors and approves division expenditures
- Manages the maintenance of the City’s general and subsidiary accounting ledgers and systems
- Coordinates with the external auditors and staff on the preparation of the City’s Comprehensive Annual Financial Report, Large User Annual Reportand CRA Annual Financial Report.
- Coordinates the preparation of the Popular Annual Financial Report
- Assists with the preparation and distribution of state and federal reports
- Evaluates policies, programs, operations and implements and enforces internal accounting control.
- Implement new accounting standards imposed by the Governmental Accounting Standards Board.
- Researches, reviews, updates, and/or implements policies and procedures
- Designs and develops accounting systems, controls, procedures, and forms to promote effective and efficient operations and for financial management and control
- Confers with accounting and administrative personnel of other divisions and departments regarding financial and accounting practices
- Participates in the preparation of the overall City-wide budget; supervises the monitoring of the expenditure budget, including capital projects, during the fiscal year
- Liaison to the Audit Advisory Board
- Prepares reports, summaries, budget narratives, analyses, and performance measures; develops, tracks, analyzes, and reports on performance measures
- Performs related work as required
JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Public Administration, or related field. Five (5) to seven (7) years of progressively responsible governmental accounting experience with at least three (3) years of previous supervisory experience. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education. Preferences: 1. A professional certification in accounting such as Certified Public Accountant, Certified Government Finance Officer, or Certified Public Finance Officer

All employees must be available and able to work assigned shifts as determined by their Department Heads. PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS: The position is generally sedentary. Employees sit most of the time but may walk or stand for brief periods of time. Position may require lifting 10 lbs. occasionally.
