    Examples of Duties

    This position will inspect and provide oversight to Roads and Bridge projects.
    Knowledge of AutoCad is desirable.

    Duties may include, but are not limited to, the following:

    • Plans, coordinates, reviews or performs the work involved with the construction, Design and Development of specifically assigned Public Works projects.

    • Manages day-to-day construction administration and field oversight of inspectors, survey crews.

    • Reviews plans, specifications, and cost estimates for projects; recommends technical updates to engineering design standards, policies and procedures.

    • Provides guidance to project support staff and consultants regarding engineering techniques and technical requirements.

    • Confers with officials, contractors, other County departments and the general public on public works matters, providing technical explanations and resolving field-related issues.

    • Coordinates with funding agencies, prepares and processes project agreements, and assists in securing grant funding.

    • Interprets Federal, State and local regulations; prepares and develops procedure manuals and compliance documentation.

    • May represent the Department as a liaison with other government agencies, contractors, stakeholders, and the general public.

    • Assists with the supervision and training of other Public Works employees.

    • Prepares and reviews ordinances, resolutions, agreements and other legal documents affecting the Public Works Department.


    Minimum Qualifications

    Experience:
    Three (3) years of increasingly responsible experience in civil engineering, construction management, or public works project delivery, including experience in planning, design, and construction phases of infrastructure projects.

    Education:
    Graduation from a four (4) year college or university with a degree in Civil Engineering, Construction Management, Public Administration, or a closely related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis).

    Licenses:
    Possess a valid California driver's license at time of appointment and maintain.

    Essential Functions

    • Operate a personal computer and other modern office equipment.

    • Practical application of advanced mathematical calculations and concepts as appropriate for the assigned engineering task.

    • Use logic, scientific reasoning, industry standard methodology and techniques to develop, review and evaluate project s, plans , and specifications.

    • Communicate clearly and effectively in writing, in person, and over the telephone.

    • Analyze complex data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.

    • Resolve conflicts and respond appropriately to complaints.

    • Manage multiple priority projects with competing deadlines and under stressful conditions.

    • Maintain confidential information in accordance with legal standards and/or County regulations.

    • Conduct field inspections on uneven surfaces under various environmental conditions.

    • Train and evaluate assigned project team members.

    • Frequent use of depth perception, peripheral vision and color perception.

    • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.

    • Frequently kneel, bend, twist, squat, balance and crawl.

    • Frequent use of hand-eye coordination.

    • Frequent use of data entry device including repetitive hand and arm motion.

    • Frequently lift and carry up to 75 pounds.

    • Normal dexterity, frequent holding and grasping.

    • Sit, stand or walk for long periods of time.

    • Regular attendance is an essential function.

    Knowledge of:
    • Principles and practices of Civil Engineering, construction management, and design of Public Works projects.

    • Methods and equipment used in engineering, construction, and surveying, and inspection.

    • Strength, properties, and applications of engineering construction materials and associated testing methods.

    • Principles and techniques of organization, supervision, management, training, program budgeting and monitoring.

    • Accepted safety practices relating to Public Works projects.

    • Environmental elements and requirements of the National Environmental Policy Act and California Environmental Act.

    • Federal, State, and local Codes/laws relating to planning, development and construction of Public Works projects.

    • Project management and engineering software used in planning and design of Public Works projects.

    Ability to:
    • Prepare, review, and analyze construction plans and specifications.

    • Plan, organize and direct the work of professional and sub-professional Public Works personnel and consultants.

    • Prepare and direct the preparation of legal descriptions and contracts.

    • Administer the construction of large Public Works projects.

    • Establish and maintain effective and cooperative working relationships with governmental agencies, contractors, staff, other County departments and officials, and with the general public.

    • Analyze situations and adopt an effective course of action.

    • Communicate clearly and concisely, both orally and in writing.

    • Update professional occupation job knowledge to keep current and informed of new developments relating to the position.


    HOLIDAYS & LEAVES
    MANAGEMENT LEAVE

    May receive, depending upon classification, 96 hours per Fiscal Year.

    VACATION

    10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).

    SICK LEAVE

    0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

    HOLIDAYS

    Twelve paid holidays annually plus two optional holidays.

    BEREAVEMENT LEAVE

    Five (5) regularly scheduled consecutive workdays.

    RETIREMENT
    DEFERRED COMPENSATION

    The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

    MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

    The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.
