    Tulare County Health & Human Services Agency (HHSA) is actively recruiting for a Psychiatrist to join the Behavioral Health Branch. The classification is an At-Will position, reporting to HHSA's Medical Director of Behavioral Health Services. The Tulare County Behavioral Health Branch offers a progressive, innovative work environment for our employees while providing comprehensive community health care.

    This position is responsible for conducting comprehensive psychiatric evaluations, as well as implementing evidence-based management strategies for patients diagnosed with mental health disorders, which may be further complicated by concurrent substance use disorders. Additionally, the successful candidate will provide psychiatric consultation for clients seen by the branch's non-medical clinicians or staff.

    The individual in this role may supervise non-physician psychiatric providers, including assigning workloads, providing guidance and training, and monitoring their performance.

    A thorough understanding of the principles and practices of diagnosing and treating mental disorders, as well as familiarity with contemporary developments in medicine and psychiatry, is essential. Furthermore, the role entails participation in staff conferences and the development and maintenance of effective working relationships with patients, families, staff, and various agencies.

    Typical Duties

    Key Responsibilities
    • Prepare psychiatric evaluations and reports, formulate diagnoses, and prescribe therapy on an individual or group basis
    • Prescribe, administer, and dispense medications
    • Participate in staff conferences, treatment reviews, and medical record reviews
    • Provide direction to and consult with mental health staff regarding patient care and treatment
    • Assist in orienting and training new clinical staff; provide case and topic presentations to staff on a periodic basis
    • Serve on Utilization Review Committees and perform related duties as assigned


    Minimum Qualifications

    Required Qualifications for Level I
    • Doctor of Medicine degree from a medical school approved pursuant to Chapter 5 of the California Business and Professions Code, and completion of an accredited psychiatry residency.
    • License to practice medicine in the State of California.
    • Certificate of completion from an American Board of Psychiatry and Neurology (ABPN) approved psychiatry residency program.

    Required Qualifications for Level II
    • One year of supervisory experience, preferably in a behavioral health setting.
    • License to practice medicine in the State of California. Proof of Board certification from American Board of Psychiatry and Neurology.

    Special Requirements
    • Acquire and maintain acceptance from the County’s malpractice insurance carrier within one year of start date AND credentialing requirements in accordance with the Department of Health Care Services pursuant to Title 42 of the Code of Federal Regulations, Part 438.214.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which includes PPO and HMO dental plans which include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday

    Vacation Accrual :

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Career Incentive Pay

    Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below.

    Group Term Life Insurance and AD&D : $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance : A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.

    Incentive Program : A patient satisfaction bonus program is available for some specialties.
