Limited-term contract position available with the Office of the City Manager, Equity Office located at 414 E. 12th Street.
Contract will end in April 2027.Salary Range: $120,000/year ($10,000/month)
Normal Work Days/Hours: Monday-Friday, 9:00 a.m.-5:00 p.m. *Telework available for position.

Responsibilities
- Develops and maintains datasets and reproducible models (econometric, cost-benefit, input-output, scenario analysis) to evaluate climate and equity interventions (e.g., energy reduction strategies, energy affordability, tree-canopy investments, transit/mobility improvements).
- Produces forecasts (short- and long-term) of program outcomes (economic, fiscal, employment, mobility, health), including distributional impacts across neighborhoods and historically disadvantaged communities.
- Conducts economic impact assessments for proposed BASC projects and funding applications, translating results into implementation guidance for City leaders.
- Designs and publishes dashboards and visualizations for internal and external stakeholders; update indicators regularly (e.g., climate and equity KPIs).
- Partners with the Civic Designer to integrate qualitative insights (journey maps, service blueprints, etc.) with quantitative findings.
- Co-facilitates research and co-creates sessions that make data understandable and actionable for residents.
- Works closely with the i-team Director to set targets, track progress, and course-correct-aligning analysis with the City's Climate Protection & Resiliency Plan and BASC scope areas (mobility, energy, natural systems, waste & materials, food, homes & buildings).
- Engages community organizations to co-define metrics that reflect racial wealth equity and economic inclusion; produce accessible reports that build trust and enable joint decision-making.
- Supports grant development with evidence, benefit-cost analyses, and performance measurement plans; participate in preparing high-quality deliverables to funders (Bloomberg/JHU and others).
- Builds internal capacity by creating toolkits (templates, data dictionaries, reproducible notebooks) that city departments can reuse.
- Contributes to national I-Team learning networks by sharing methods and results; adopt best practices from peer cities.
Qualifications
Seeking candidates with the following qualifications:- An accredited Bachelor's degree in Economics, Public Policy, Statistics, Data Science, Urban Planning, or related field.
- Professional experience (3+ years) conducting economic/data analysis and modeling.
- Demonstrated ability to turn complex data into clear insights for decision-makers.
- Proficiency with data software programs (MicroSoft Forms, Qualtrics, etc.), statistical/econometric tools (R or Python; Stata/SAS/SPSS), data visualization (Tableau/Power BI/R/Python), and geospatial analysis (QGIS/ArcGIS).
- Excellent communication skills (written, verbal, visual), including briefing senior officials and community stakeholders.
