    The Position

    Communications Systems Managers manage the 24-hour communications system of a State agency including supervision of the communications staff; provide administrative support involving the development of policy and procedure and the system's budget; coordinate system maintenance, repair and development; perform system engineering and design work ensuring federal and State guidelines are followed; and coordinate the agency's telecommunications functions for interoperability with various local, federal and State agencies to ensure compliance and maintain the integrity of the system. The Communications Systems Manager is distinguished from the Communications Systems Supervisor by greater administrative responsibility for budget development and maintenance; development of long-range plans, goals and objectives; and preparation of communications policies and procedures required in managing the agency's communications system. In addition, incumbents perform work of a technical nature.

    Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives. Nevada Office of Emergency Management (OEM) is recruiting for a Communications Systems Manager (CSM) in the Carson City area. This position serves as a vital member of OEM, providing technical expertise to ensure the reliability, security, and functionality of the Offices radio systems. The incumbent is responsible for developing, implementing, and maintaining interoperable communications projects and systems that directly support statewide emergency management operations, the Nevada Operations Center, and partner agencies. In addition to day-to-day systems support, the position provides technical expertise in emergency operations. During statewide emergencies, the CSM will serve as the backup Center Support Coordinator responsible for setting up and maintaining systems that support audio/visual communication, secure data collaboration, and mission-critical technologies.

    The incumbent ensures that systems are available and functional during incidents and that staff are trained in their use. The position also supports OEM staff and local jurisdiction emergency managers through technical assistance, training, and collaboration. Strong professional relationships and collaboration are essential in this role. The incumbent builds effective working relationships with OEM staff, emergency managers, and partner agencies, fostering communication and teamwork to ensure statewide coordination. The CSM is expected to demonstrate initiative, independence, and accountability by identifying gaps or emerging needs in technology, recommending improvements, and taking action to resolve issues without constant supervision. To be successful, the incumbent must consistently meet work commitments, completing tasks in a timely manner with accuracy and professionalism. The CSM demonstrates analytical skills by evaluating situations, identifying potential issues including politically sensitive matters and advising leadership on appropriate solutions. This position requires technical expertise, strong problem-solving abilities, and the capacity to work independently in both routine and high-pressure emergency environments.     To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) Bachelor's degree in electrical engineering or electronics technology and two years of experience installing, repairing and maintaining communications and ancillary equipment; OR an Associate's degree in electronics technology or closely related field and three years of technical electronics experience, two years of which are as described above; OR one year of experience as a Communications Systems Specialist II in Nevada State service; OR an equivalent combination of education and experience as described above. Special Requirements A State of Nevada/FBI background check will be required of the selected applicant. Additional Position Criteria Experience working in emergency operations centers or public safety. The Examination Application Evaluation Exam The exam will consist of an application evaluation.
