The Division of Finance and Administrative Services-Grants & Cost Allocation Unit is the Department’s financial team responsible for cost allocation and financial reporting. This is an exciting opportunity for a highly motivated individual to join the team and play a key role in the Medicaid financial and reporting processes, including the bi-monthly Medicaid provider payroll and financial grant reporting of Medicaid administrative expenditures and other federal grants issued by Centers for Medicare & Medicaid Services (CMS), as applicable.
The work hours for this position are 8:00 to 5:00, Monday through Friday.
Responsibilities - What You’ll Do What you’ll do: • Review and approve documents within the state’s accounting system.
• Reconcile and maintain financial data timely and accurately, ensuring completeness.
• Run data queries to compile data for use in federal drawdown requests and reporting.
• Prepare and maintain bi-monthly, monthly and quarterly reports for use in federal reporting.
• Review and approve the quarterly Public Assistance Cost Allocation Plan (PACAP) narrative for allowability and accuracy as it pertains to cost allocation and claiming of expenditures to Medicaid admin and the like, following all CMS requirements.
• Review and approve the Department’s Cost Allocation Program is accurately processed in alignment with the quarterly PACAP for Medicaid admin and the like prior to federal reporting.
• Compile, reconcile and prepare all financial data to timely and accurately complete federal financial and other CMS reports.
• Review federal legislation, state legislation, state plan amendments (SPAs), advanced planning documents (APDs), and other as applicable for impact to processes and claiming.
• Assist in the review, testing and implementation of MOVERS system, as applicable.
• Maintain a highly organized and accurate audit trail to support all work products.
• Respond to inquiries regarding federal financial participation and financial reports, including accurate and timely state and federal audit resolution.
Qualifications - All you need for success Minimum Qualifications: - Bachelor’s degree from an accredited college or university in Accounting, Finance or Business Administration or closely related filed; and four or more years of professional experience in accounting, finance, auditing, budgeting or relevant fiscal experience. (Substitutions may be considered.)
Preferred Qualifications: - Ability to examine, account for, reconcile, analyze, and interpret accounting data and records.
- Extensive analytical skills with ability to interpret and apply rules regulations or other guidance to processes.
- Great attention to detail with accurate work products.
- Proficient use of Excel.
- Excellent organization and communication skills
- Ability to work independently and effectively manage time to meet deadlines.
- Experience with the state’s accounting system (SAM II).
- Experience with cost allocation, federal reporting and/or federal/financial auding.
- Experience with Medicaid program or financial.
