    Overview

    The Talent Acquisition Specialist plays a key role in supporting the City's Human Resources functions by managing the full recruitment process-from sourcing and attracting candidates to onboarding new hires and assisting with compensation reviews. This position is responsible for developing effective recruiting strategies, conducting interviews, and ensuring a positive candidate experience while contributing to long-term workforce planning and HR initiatives.

    The ideal candidate is a motivated, detail-oriented professional who thrives in a fast-paced environment and enjoys building relationships. They are creative in sourcing strategies, proactive in problem-solving, and committed to delivering exceptional service to both candidates and hiring managers. Strong communication skills, adaptability, and a collaborative mindset are essential for success in this role.

    Responsibilities

    • Initiate and coordinate recruitment activities as requested by assigned departments, including planning requisitions, providing candidate eligibility lists and coordinating preemployment processing for selected applicants

    • Partners with local colleges and universities on recruitment activities

    • Identifies position applicants; review applications and maintain accurate data in human resources information system; and screen, interview and participate in the selection of qualified applicants

    • Participates in external recruitment efforts including job fairs and City hiring events; investigate and research recruitment advertising resources

    • Prepares job advertisements and identify placement in various recruiting sources such as publications, media outlets, websites and professional organizations

    • Prepares applicants for new employee orientation by extending job offers, administering employee on-boarding, process all pre-employment screenings such as background checks/motor vehicle checks, drug screening and physical

    • Maintains confidential personnel records

    • Process all changes in employment status such as promotions, demotions, position transfers and terminations

    • Tracks Key Performance Indicators for assigned departments (turnover/retention rate)

    • Organizes and attends job fairs and recruitment events

    Compensation Duties

    • Assists Talent Acquisition Partner with updating and maintaining job description library

    • Participates in and supports compensation projects and initiatives.

    • Coordinates with Compensation division in review of rates of pay for hires and employee transfers, promotions and demotions

    • Makes appropriate recommendations based on basic research and analysis of data

    • May be asked to perform other duties as assigned

    Position Type and Typical Hours of Work

    • Exempt - Full-Time

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

    Qualifications

    • Bachelor's degree

    • No prior experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Employment is contingent on passing any post-offer pre-employment screening as listed below:

    • Criminal Background Check: Yes

    • Motor Vehicle Record Check: Yes

    • Drug Screening: Yes

    • Physical Exam: Yes

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.

    Any position that lists a minimum qualification for education level and/or license/certification will require the applicant to provide proof of documentation if selected for hire into the position with the City of Corpus Christi.
