Job Summary Supports the City’s modernization efforts by improving how data is collected, analyzed, and used to streamline operations and enhance public services. Work involves the transformation of manual and paper-based processes into efficient, digital workflows and supporting data-driven decision making across departments. This position contributes to improving City operations, empowering staff through data, and delivering modern public services to residents.
Essential Job Functions - Designs, creates, and maintains relational databases and data systems of moderate to high complexity.
- Works with open datasets, including populating and extracting data from internal and public open datasets.
- Performs data analysis, including conceptualization, modeling, and presentation of data.
- Performs a variety of technical tasks related to capturing, managing, and analyzing data
- Designs reporting dashboards to translate data into an understandable illustrative format and fulfills ad hoc reporting requests.
- Develops procedures for data validation, analysis, and presentation.
- Trains staff on updated tools and data processes.
- Reviews and provides technical assistance to users’ requests for new data elements and systems, and identifies and coordinates changes to the existing shared data environment.
- Determines and implements database search strategies and storage requirements.
- Creates test database environments and necessary libraries and procedures.
- Provides support to the design and maintenance of database structures, performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models.
- Executes procedures necessary to save, retrieve, and recover databases from hardware and software failures to ensure database integrity and database security.
- Assists with the installation and upgrades of database software to include analyzing, designing, and implementing databases.
- Assists in the evaluation of and recommendation for the selection of database management software for potential acquisition. Coordinates and supports migration to new data management system.
- Researches and recommends modern data tools, including AI-enabled platforms, to support modernization.
- Maintains documentation of applicable processes and procedures as required.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications - Master’s degree in Computer Science, MIS , Data/Business Analytics, Statistics, or similar field of study plus two (2) years of experience in systems and process automation, including use of data visualization tools (Power BI, Tableau or similar); OR a Bachelor’s degree plus four (4) years of experience as previously listed; OR an Associate’s degree plus 6 years of directly related experience as previously listed.
- Experience supporting municipal government applications is a plus.
- Experience with data engineering and/or AI/ML is a plus.
Equivalent combinations of related education, experience, training, and certification may also be considered.
Licenses, Certifications & Special Requirements Licenses: - Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
Special Requirements: - On-call technical support is required on a rotating basis for all systems; must be able to respond and escalate within posted time constraints.
- Must be able to access Texas Criminal Justice Information Services ( CJIS ) System data. As a result, the person selected for the position cannot possess a felony or Class A misdemeanor conviction; or a Class B misdemeanor conviction within the past 10 years.
Certifications: - Certifications such as Tableau, Microsoft Power BI Data Analyst Associate, and/or CompTIA Data+ are a plus.
Certificate Pay Program: - The City of Bryan IT Department provides a Certificate Pay Program ( CPP ). New employees are eligible after the first 90 days of employment. Employee must be in good standing to qualify.
- The primary goal of the IT CPP is to develop the technical skills of the IT staff to improve/focus on the overall service level of IT support services.
- Receive up to $450/month in certification pay for qualifying certificates.
- Reimbursement is available for qualifying passed certificate exams while employed by the City of Bryan IT.
